Vehicles; registration; disclosure of certain information regarding lessees' identification; require under certain circumstances, allow flashing purple or amber lights on vehicles in funeral procession and flashing white lights on certain public transit vehicles, and revise fee structure for issuance of permits for oversize or overweight vehicle by the state and local road authorities. Amends secs. 217, 698 & 725 of 1949 PA 300 (MCL 257.217 et seq.).
