“Father In Heaven, we boldly approach Your throne of grace to obtain grace and mercy in this our hour of need. May the laws we create and bills we pass line up with the Word of God more than the will of man. Knowing that all authority is appointed by You, according to Romans 13:1, our desire is to honor You with the God-given authority granted to us.
Father, according to Psalm 138:3 encourage us by giving us strength. Father, according to James 3:17 give us ‘wisdom that is from above that is first pure, then peaceable, gentle, willing to yield, full of mercy and good fruits, without partiality and without hypocrisy.’
Father may all who call on Your Name out of a pure heart draw ever closer to You and find refuge in You.
Father may we not just identify as Christians and believers in Jesus, but may we live in such a way that every dollar spent, word spoken and person be treated with the integrity and respect that could only come a life that’s conducted in all godliness and holiness.

Motions and Resolutions
Reps. Witwer, Fox, Kunse, Lightner, Longjohn, MacDonell, Myers-Phillips, Paiz, Rogers, Weiss, Wilson, Xiong and Young offered the following resolution:
House Resolution No. 121.
A resolution to declare June 1-7, 2025, as CPR and AED Awareness Week in the state of Michigan.
Whereas, Michigan communities were saddened by the tragic sudden death of Everson Guild, an incoming high school freshman, during a routine football workout in 2017 at Grand Ledge High School. Unfortunately, more than three hundred children and young adults under the age of forty lose their lives to sudden cardiac death annually in Michigan. These losses of life tremendously impact families and communities across the state. Tragedies such as these have boosted support for successful efforts to ensure that external defibrillators are more readily available; and
Whereas, Other student-athletes, adult coaches, adult spectators and even some young spectators may be at risk of sudden cardiac arrest. There are often no warning signs or symptoms that someone may fall victim to sudden cardiac arrest. When sudden cardiac arrest occurs, action must be swift. The administration of CPR and restoration of the heart rhythm with an automated external defibrillator, or AED, device in the first minutes after an arrest buys time for first responders to treat and transport a victim to a hospital where more lifesaving measures can be administered; and
Whereas, Across the state, our schools are gathering places for many people in our communities. It is common for AED devices to be located where large crowds gather to increase the chance that this technology will be available when an arrest occurs; and
Whereas, Training is inexpensive, and AEDs are easy to use. Response plans can outline the training and procedures for making an AED device accessible at a site where the crowd is gathered. Planning need not be onerous, but is necessary to make sure the procedure is consistent with how community facilities are used and trained users are present and ready to use an AED at events; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare June 1-7, 2025, as CPR and AED Awareness Week in the state of Michigan; and be it further
Resolved, That we encourage the public to be knowledgeable about the importance of CPR training and having AEDs in public spaces, and how these efforts have the capacity to save the lives of the young and old alike.

House Resolution No. 122.
Whereas, Michigan is the Great Lakes State, which contains 20% of the world’s fresh water. Michigan is also home to more than 11,000 inland lakes, tens of thousands of miles of rivers and streams, 6.5 million acres of wetlands, 3,200 miles of shoreline along the Great Lakes, 230,000 acres of coastal dunes, and vast groundwater resources; and
Whereas, Fresh water is a natural resource in our state, supplying drinking water and supporting state industries such as industrial processes, recreation, tourism, fishing, manufacturing, transportation, and agriculture; and
Whereas, This resource is vital to the health and physical, emotional, and spiritual wellness of Michiganders and the functioning of a healthy natural environment; and
Whereas, Michigan’s waterways link the wetlands, dunes, coastal, and aquatic ecosystems of the Great Lakes and beyond; and
Whereas, Michigan’s water connects Michiganders to the world through commerce, industry, and recreation; and
Whereas, Water links our communities to places and environments beyond our borders; and
Whereas, Michigan’s Great Lakes economy benefits from a water-literate STEM workforce and advancing knowledge about career pathways centered around our abundant freshwater resources; and
Whereas, The infrastructure to effectively manage our water resources is key to a healthy community and strong economy; and,
Whereas, Michigan seeks to manage our surface water, groundwater, and the Great Lakes in a collaborative manner with local, state, regional, federal, tribal, and provincial partners; and
Whereas, During this week, we encourage Michiganders to learn more about the unique wonders of our Great Lakes and freshwater resources that are vital to Michigan’s future; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare May 31-June 8, 2025, as Great Lakes and Fresh Water Week in the state of Michigan.

Rep. Young, having reserved the right to explain her protest against the passage of the bill, made the following statement:
“Mr. Speaker and members of the House:
Though well intended, at the time of the vote, I was not able to support a potential $100M hit to the state’s general fund. I believe more work could be done to lessen the blow, and I am hopeful the Senate will continue to work with the bill sponsors and send back a bill that addresses these concerns that support our small businesses in a fiscally responsible manner.”
Rep. Paiz, having reserved the right to explain her protest against the passage of the bill, made the following statement:
“Mr. Speaker and members of the House:
I support our House Fiscal Analysis, which states that the General Fund revenue loss would be over $100 million (money that I believe could be better spent for all Michiganders). Additionally, while I support our 3-tier system, I believe it would be to the detriment of the other tiers should this legislation become law. ‘...the existing 17% licensee discount totaled $323.8 million. Increasing the licensee discount to 23% would increase the licensee discount payment by approximately $113.9 million, which would result in a corresponding general fund revenue loss of approximately $113.9 million.’”
