The House was called to order by the Clerk.
The

Explanation of “No” Votes
Rep.
MacDonell, having reserved the right to explain her
nay vote pertaining to House Resolution No. 19, made the following
statement:
“Mr.
Speaker and members of the House:
Current
federal law does not require local law enforcement to participate in federal
immigration activities. Under this resolution, local law enforcement could be
held responsible for mistakes that federal immigration enforcement make - as
was the case in 2019, when the city of Grand Rapids paid out $140,000 to a US
citizen who was unlawfully turned over to ICE for deportation proceedings.
Municipalities should not be punished for following federal law.”
