BRIEF RATIONALE

Trooper James E. Boland grew up in the Owosso/Corunna area and graduated from Corunna High School in 1963. He joined the Owosso Police Department before joining the Michigan State Police force in 1967. In 1980, he transferred to the Owosso State Police post. On July 26, 1987, Trooper Boland was directing traffic in Traverse City for the National Governor’s Conference, and when he bent to light a caution flare near the middle of an intersection, Trooper Boland was struck by a drunk driver. He later died of his injuries. He was 42 years old. The bill should be passed to honor his service and make sure he is not forgotten.
