Senator Sue Shink of the 14th District offered the following invocation:

All-powerful God, You are present in the whole universe and in the smallest of Your creatures. You embrace with Your tenderness all that exists. Pour out upon us the power of Your love, that we may protect life and beauty. Fill us with peace, that we may live as brothers and sisters, harming no one. O God of the poor, help us to rescue the abandoned and forgotten of this earth, so precious in Your eyes. Bring healing to our lives, that we may protect the world and not prey upon it, that we may sow beauty, not pollution and destruction. Touch the hearts of those who look only for gain at the expense of the poor and the earth. Teach us to discover the worth of each thing, to be filled with awe and contemplation, to recognize that we are profoundly united with every creature as we journey towards Your infinite light. We thank You for being with us each day. Encourage us, we pray, in our struggle for justice, love and peace.

 

The President pro tempore, Senator Moss, led the members of the Senate in recital of the Pledge of Allegiance.

Senator Singh moved that rule 3.902 be suspended to allow the guests of all Senators admittance to the Senate floor, including the center aisle.

A bill to amend 1978 PA 472, entitled “An act to regulate political activity; to regulate lobbyists, lobbyist agents, and lobbying activities; to require registration of lobbyists and lobbyist agents; to require the filing of reports; to prescribe the powers and duties of the department of state; to prescribe penalties; and to repeal certain acts and parts of acts,” by amending sections 3 and 4 (MCL 4.413 and 4.414), section 4 as amended by 2008 PA 289, and by adding section 8a.

Senate Bill No. 109, entitled

A bill to amend 1976 PA 390, entitled “Emergency management act,” by amending the title and sections 18 and 19 (MCL 30.418 and 30.419), the title as amended by 2006 PA 267, section 18 as amended by 2018 PA 263, and section 19 as amended by 2018 PA 264, and by adding section 18a.

The bill was read a first and second time by title and referred to the Committee on Appropriations.

Senator Singh moved that the Senate recess until 6:00 p.m.

The motion prevailed, the time being 10:20 a.m.

 

The Senate reconvened at the expiration of the recess and was called to order by the President, Lieutenant Governor Gilchrist.

Joint Convention

 

 

The Sergeant at Arms announced a committee from the House of Representatives, Representatives Beson, Jaime Greene, Farhat and Grant, who reported that the House was ready to meet with the Senate in Joint Convention.

The President, Lieutenant Governor Gilchrist, announced that the hour had arrived for the meeting of the two houses in Joint Convention.

Senator Singh moved that the Senate recess for the purpose of proceeding to the Hall of the House of Representatives for Joint Convention.

The motion prevailed, the time being 6:12 p.m.

The Senate reconvened at the expiration of the recess at 7:57 p.m. and was called to order by the President pro tempore, Senator Moss.

The President pro tempore, Senator Moss, announced that the Senate had attended the Joint Convention in the Hall of the House of Representatives and had received the State of the State message by Governor Whitmer.

 

 

Senator Singh moved that when the Senate adjourns on Thursday, February 27, it stand adjourned until Wednesday, March 5 at 10:00 a.m.

The motion prevailed.
