“Sovereign God,

You have been very generous to allow us to live in the beautiful, expansive and bountiful state of Michigan that reflects Your infinite skill as a designer and artist. And these men and women have been elected by the citizens of this land to rule under Your rule, and to exercise authority that reflects Your truth, justice, generosity, integrity and grace. Help them to be humble in heart. Give them wisdom to rule well, insight to tackle the problems that come to them, kindness to listen and care for those they disagree with. Help them to find good solutions and craft legislation that is for the good of the people. Protect them from dishonor.

Each member here carries the burdens of this life and the weight of those in their families. Help them to care well for their families while they carry out their responsibilities. For those who are facing health issues, please heal them and give them grace to lean upon You. For those whose spouses and children, and other relatives are going through deep waters, remind them of Your everlasting arms and grace that is ready to sustain and strengthen them. For those who are feeling particularly anxious about demands being placed on them, would You help them turn to You and find peace with You through Your Son, our Savior and eternal King. All of this we pray in His name, even Jesus. Amen.”

Motions and Resolutions

 

 

The Speaker, on behalf of the entire membership of the House of Representatives, offered the following resolution:

House Resolution No. 44.

A resolution of tribute offered as a memorial for Robert G. Bender, former member of the House of Representatives.

Whereas, It was with great sorrow that the members of the House of Representatives learned about the passing of Robert G. “Bob” Bender. He will be remembered as a dedicated public servant by his constituents in Barry and Ionia counties and the people of the State of Michigan; and

Whereas, Bob earned a bachelor’s of science degree in agriculture education from Michigan State University, which is where he met his wife of 65 years, Carol Cox Bender. Together, they raised their three children in Bob’s hometown of Middleville, Michigan; and

Whereas, Bob entered the United States Navy in 1959, where he completed flight school and spent five years on active duty as a pilot. He remained active in the Reserves until 1990 and retired as a Navy Captain in 2001; and

Whereas, Following active duty, Bob returned to Middleville to run his 1,100-acre dairy farm. It was here where he first entered into politics. Bob served as Chairman of the Barry County Board of Commissioners and was instrumental in forming the Joint City/County Airport Commission; and

Whereas, Bob was first elected to the Michigan House of Representatives in 1982, where he would faithfully serve his constituents in the Eighty-eighth and subsequent Eighty-seventh Districts for the next 12 years. During his time in the Legislature, Bob served on a number of committees, including the House Appropriations Committee, and was co-vice chair of the Appropriations Subcommittee on Agriculture; and

Whereas, After his tenure in the House of Representatives, Bob and his wife joined the Peace Corps, serving in Russia for two years. This was followed by many more years of volunteering with the nonprofit From Houses to Homes in Guatemala; and

Whereas, Upon Bob Bender’s passing, we offer our condolences to his loved ones. His contributions to this chamber and the State of Michigan will be remembered; now, therefore, be it

Resolved by the House of Representatives, That we offer this expression of our highest tribute to honor the memory of Robert G. Bender, a member of the House of Representatives from 1983 to 1994; and be it further

Resolved, That copies of this resolution be transmitted to the Bender family as evidence of our lasting esteem for his memory.

March 14, 2025

Section 4 of the Michigan Trust Fund Act (Public Act 489 of 2000) requires the Department of Labor and Economic Opportunity to submit reports to the Governor and the Michigan Legislature summarizing activities of the Strategic Outreach and Attraction Reserve Fund. Pursuant to these requirements, attached is the FY 2024 report. Additionally included are reports on activities for the Critical Industry Program and the Michigan Strategic Site Readiness Program as required by Sections 88s and 88t of the Strategic Fund Act (Public Act 270 of 1984).

Rep. Longjohn, having reserved the right to explain his protest against the passage of the bill, made the following statement:

“Mr. Speaker and members of the House:

While I am open to finding new ways to put money back into Michiganders’ pockets - including through tax cuts - we are facing potentially devastating state and federal budget cuts right now. With all the uncertainty coming out of Washington, and the recently passed Republican House budget cutting 91% of General Funds, and the proposal to make room for additional $3Bn in the budget to fund a Roads Plans without raising revenue. Taking about $715 million away from the budget before any Michigander (including legislators) has a chance to understand all the incoming cuts to many vital programs is simply irresponsible. Additionally, this proposed tax cuts would only save Michiganders $11-77 per year.”

 

Rep. Paiz, having reserved the right to explain her protest against the passage of the bill, made the following statement:

“Mr. Speaker and members of the House:

HB 4170 proposed significant and adverse consequences for our communities, our economy, and Michigan families. At first glance, the idea of lowering the individual income tax rate by point 2 percent sounds appealing. However, it’s estimated the reduction this bill mandates will reduce state revenue by close to $600 million in its first year, and over $700 million in the following years; and as this bill seeks to make this rollback permanent, there will be less state revenue in in years going forward. We cannot assume that Michigan will always have enough revenue to afford this permanent reduction, especially if additional rate reductions are again triggered by an increase in general fund revenue. The argument for passing this bill is that Michiganders need more dollars in their pocket. I completely agree with that sentiment. However, according to the Institute on Taxation and Economic Policy, a partner of the non-partisan Michigan League of Public Policy, working families earning less than $27k – which is 20% of income earners in the State – would save $11 annually. Middle class earners would save $77 annually. The top one percent of earners would see the most savings – about $2,800. The reality is that when state revenue declines, services are cut, jobs are cut, and those cuts disproportionately harm lower- and middle-income families. Services including veterans’ programs, health and emergency services, and municipal revenue are already at risk from unpredictable and abrupt federal budget and personnel cuts. HB 4170 forces the state to either cut essential services or shift the burden onto non-profits offering services and onto local governments. This bill just shifts the costs ways that make life more difficult for working families. Even the MICHIGAN TREASURY OPPOSES this bill. HB 4170 is fiscally irresponsible and a short-term political talking point.”

Rep. Posthumus moved that House Committees be given leave to meet during the balance of today’s session.
