“My Dear Lord and Savior,
I want to thank You for every one of the Legislative Leaders that are here today, appointed by You to serve the people of their respective districts.
Please protect and keep them, each and every one, from all harm, slander and the hatred that seems to come all too easily toward others created in Your image.
Your example Lord, is an inspiration to all of us. You spoke Your truth quietly and clearly and in love to everyone, especially to those who hated You. The only exception was with Your religious leaders; we seem to have an especially hard time hearing You at times!
You commanded Your followers to love their enemies: to be patient, kind, not rude, not self-seeking, not easily angered, to keep no record of wrongs.
Remind us how You looked past our offenses and reached across the aisle of time and space with an outstretched hand offering peace and fellowship.
We read in the Christmas Story that You sent angels to proclaim:
‘Peace on earth, good will toward men, upon whom His favor rests.’
It was never with anger, condescension or shaming that You drew us near to You. Instead, Your word says: ‘It is with the kindness of God that we are led to repentance.’
May we follow Your example, speaking what we believe to be true quietly and clearly; and with kindness present our viewpoint to the members of this House. We need a lot less heat and a lot more of the light of Your unconditional love to guide us.
Thank You that we get to present so many disparate viewpoints in a land where the freedom to do so is celebrated. You have kept this nation together many a time when it seemed we were about to be torn to pieces.
Please Lord, soften our hearts so that will never occur.
For Your honor and glory Lord Jesus, we ask it,

Motions and Resolutions
Reps. Neyer, Smit, Bezotte, Meerman, Steele, Prestin, Bierlein, Aragona, Fox, Roth, Schmaltz, Martin, VanderWall and Alexander offered the following resolution:
House Resolution No. 278.
A resolution to urge the United States Congress to pass legislation temporarily freezing the Adverse Effect Wage Rate for the H-2A Temporary Agricultural Workers Program.
Whereas, Michigan farmers participating in the federal H-2A program must pay temporary foreign workers 18.50 dollars per hour, the 2024 Adverse Effect Wage Rate (AEWR) in Michigan. The Adverse Effect Wage Rate for agricultural workers in Michigan, which is set annually by the U.S. Department of Labor, has increased by 85 percent since 2008, with a nearly 30 percent increase since 2019; and
Whereas, Due to a shortage of domestic labor, farmers are increasingly utilizing temporary foreign workers through the H-2A program to staff their operations. In 2023, approximately 15,000 H-2A workers were hired in Michigan, the sixth most of any state; and
Whereas, According to the U.S. Department of Agriculture, farm production expenses in the United States totaled 452 billion dollars in 2022, a nearly 100 billion dollar increase since 2019. Congress now has the opportunity to help bring down some of these rapidly increasing costs for Michigan farmers by freezing the Adverse Effect Wage Rate; and
Whereas, Michigan U.S. Congressman, John Moolenaar, has introduced the “Supporting Farm Operations Act of 2024,” directing the Secretary of Labor to ensure that the Adverse Effect Wage Rate for H-2A workers that was in effect on December 31, 2023 remains the rate through December 31, 2025. Agricultural organizations in Michigan, including the Michigan Agri-Business Association and Michigan Pork Producers, have voiced their support for Congressman Moolenaar’s bill as they recognize that if the cost of farming continues to increase, farms across the state will be forced to shut down. The loss of farms will be catastrophic for the state, not only because agriculture is a leading economic engine for Michigan, but also farms serve as the backbone of our rural communities; and
Whereas, In addition to labor costs, farmers have experienced skyrocketing price increases in feed, fertilizer, machinery, and more. Congress should not waste the opportunity to provide much needed relief from rising costs by ensuring that the Adverse Effect Wage Rate does not continue to climb; now, therefore, be it
Resolved by the House of Representatives, That we urge the United States Congress to pass legislation temporarily freezing the Adverse Effect Wage Rate for the H-2A Temporary Agricultural Workers Program; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

House Resolution No. 279.
Whereas, Pride began in 1970 with the one-year anniversary of the Stonewall Riots, a multi-day protest that is credited by many for starting the modern-day LGBTQ+ movement. In 1969, LGBTQ+ individuals, led by the efforts of Black and Brown trans women such as activists Marsha P. Johnson and Sylvia Rivera, risked their lives to protest the over-policing and injustice that threatened their existence daily, and elevated the visibility of the movement to a national scale; and
Whereas, The LGBTQ+ community has persevered through tragedies and struggles, such as the government’s insufficient and delayed response to assisting those with HIV/AIDS and the ongoing effort to protect the rights and ensure the safety of the LGBTQ+ community; and
Whereas, The movement has also celebrated victories of recognition, especially the historic Obergefell v. Hodges decision in 2015 which recognized marriage equality nationwide, the Bostock v. Clayton County decision in 2020 that upheld federal employment protections for the LGBTQ+ community, and Rouch World v. Department of Civil Rights in 2022 that affirmed LGBTQ+ protections are included in Michigan’s Elliott-Larsen Civil Rights Act; and
Whereas, After a fifty-year legislative effort, the Michigan House and Senate in its 102nd Legislature at long last added sexual orientation and gender identity or expression as protected classes in the Elliott-Larsen Civil Rights Act, which was signed into law as Public Act 6 of 2023; and
Whereas, Still today, the LGBTQ+ community, and disproportionally trans women of color, continue to be a target of harassment, violence, and discrimination, yet through community support and solidarity continues to celebrate love, authentic living, and self-acceptance; and
Whereas, Michigan stands out in this watershed moment as a state that embraces equality because our communities benefit from diversity and variety in viewpoints, talents, and cultural perspectives of its residents and from preserving the freedom, worth, and dignity of those in the LGBTQ+ community; and
Whereas, Michigan should expend all efforts to attract and retain talent and signal to the nation we are welcoming to all those who wish to contribute to the economic vitality of our state; and
Whereas, The people of Michigan
understand, appreciate, and value the cultural, civic, and economic contributions
of the LGBTQ+ communities to the larger success of the state, and affirm a
celebration of love, living authentically, and accepting ourselves; and
Whereas, Michigan commits to the learning, humility and work necessary to make the state fair, safe, equitable and a refuge of stability regardless of sexual orientation, gender identity or expression; and
Whereas, June is recognized and celebrated as LGBTQ+ Pride Month throughout the country and worldwide; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare June 2024 as Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ+) Pride Month in the state of Michigan.
