CONTENT
The bill would amend the Public Transportation Authority Act to require a political subdivision in a county with a population of at least 1.1 million to become a member of that county's public transit authority after the public transit authority's current enabling millage expired.

FISCAL IMPACT
The bill would not have a fiscal impact on State or local government outside of Wayne County. The bill would eliminate the opt-out for communities in Wayne County, which would link all the communities in Wayne County with the SMART public transit system. Current opt-out communities would be required to pay towards the SMART millage, which could result in an increased expense for those communities. Estimated costs to the opt-out communities are not readily available.
