CHARTER SCHOOL STAFF; REQ. SALARY DISCLOSURE H.B. 5269:
SUMMARY OF BILL
REPORTED FROM COMMITTEE
House Bill 5269 (as reported without amendment)
Sponsor: Representative Matt Koleszar
CONTENT
The bill would amend the Revised School Code to require each public school academy (PSA), school of excellence, strict discipline academy, and urban high school academy to post the average salary for new and veteran teachers and support staff on its public website by November 1 of each year.
BRIEF RATIONALE
Public school academies, schools of excellence, strict discipline academies, and urban high school academies differ from traditional public schools because they are created by charter contracts. As such, they are referred to as charter schools; however, charter schools are public schools that receive public funding. Testimony before the Senate Committee on Education indicates that traditional public schools must post teacher pay scale and collective bargaining agreements online, allowing prospective teachers to evaluate their potential salaries. Some believe prospective charter school teachers also should have this ability. Accordingly, it has been suggested that charter schools be required to disclose teacher salary information.

FISCAL IMPACT
The bill would have no fiscal impact on the State and a minimal fiscal impact on PSAs, which would be required to calculate and post the average salary of various categories of employees. This would likely be completed by existing staff.
