CONTENT
The bill would amend Public Act 284 of 1937, which pertains to (among other things) the licensure of livestock dealers, to extend, from October 1, 2023, to October 1, 2027, the expiration date for certain livestock dealer licensing fees. The annual fees include Class I livestock auction operator ($400), Class II buying station operator ($250), Class III dealer/broker/agent/collection point operator ($50), and Class IV livestock trucker ($25).
Licensing and regulation of livestock industry occupations serves to prevent the spread of infectious and contagious livestock diseases, provides for the inspection by the Department of Agriculture and Rural Development (MDARD) of livestock and dealer records, and provides security for livestock producers by requiring bonding as a condition of licensure.
FISCAL IMPACT
The bill would provide continuing annual revenue of approximately $23,000 in restricted funds from approximately 230 licensees. The revenue would be credited to the Agriculture Licensing and Inspection Fee Fund, a State restricted fund that receives revenue from several different fees associated with regulatory programs administered by MDARD for food safety programs. Funds from the proposed extension of the fees' sunsets is assumed within funding for the fiscal year 2023-24 MDARD budget.
