CONTENT
The bill would amend the State School Aid Act to provide supplemental appropriations for fiscal year (FY) 2021-22 and FY 2022-23. Specifically, the bill would add $45.6 million in School Aid Fund (SAF) money for FY 2021-22 and would add $27.9 million in Federal money for FY 2022-23. The gross supplemental appropriation for FY 2021-22 would be $45.6 million and the gross supplemental appropriation for FY 2022-23 would be $27.9 million.
The bill would appropriate $45.1 million SAF for special education reimbursements for FY 2021-22. It also would include $500,000 SAF for school breakfast. The bill would add $27.9 million in Federal spending authority for a new Federal grant awarded to the State to establish safe and healthy learning environments.
The bill also would add language that would not increase appropriations. Changes would include language related to the General Fund money used to reimburse the SAF for the local property tax revenue used to pay off the old Detroit school district's debt and a change to language regarding a $1.0 billion FY 2022-23 appropriation to MPSERS that would allow payments to be made on behalf of all participating entities, and not just districts.
FISCAL IMPACT
The bill would appropriate $45.6 million SAF for various FY 2021-22 supplemental funding and $27.9 million in Federal money for FY 2022-23. The gross increase in appropriations would be $45.6 million in FY 2021-22 and $27.9 million in FY 2022-23.
