(7) Not later than March 30 of each year that the contract is in effect, and not later than September 30 of each year that the contract is in effect, the integrity oversight monitor shall provide a detailed report to the governor, the department of technology, management, and budget, the secretary of the senate, the clerk of the house of representatives, and the chairpersons of the senate and house of representatives committees on appropriations. The report shall contain all of the following:
(a) Detail of the integrity oversight monitor’s services during the 6-month period.
(b) Detail of the integrity oversight monitor’s services over the duration of the contract.
(c) Details of findings of malfeasance or inefficiency.
(d) Recommendations for corrective actions by any governmental entities.
This is the final report by the integrity oversight monitor.

The Department of Technology, Management and Budget (DTMB), Office of Retirement Services (ORS) is pleased to present the Summary Annual Report for the Michigan Public School Employees’ Retirement System (MPSERS), henceforth referred to as the System, for the fiscal year (FY) ended Sept. 30, 2023.
ORS provides retirement and related retiree healthcare plans to help more than 690 public school employers attract, retain, and reward a highly qualified workforce.
ORS is able to
cost-effectively provide these benefits to retirees. In the latest report from
CEM Benchmarking, the total Defined Benefit (DB) pension administration
cost was $71 per active member and retiree. This was $37 below the peer average
of $108 per active member and retiree.

This report is issued in compliance with the State Police Retirement Act, 1986 Public Act (PA) 182, as amended. The contents come from the 5–Year Actuarial Experience Study covering the period Oct. 1, 2017, through Sept. 30, 2022, and additional analysis performed after Sept. 30, 2023, by the Department of Treasury, Bureau of Investments (BOI) and the plan actuary. The report includes disclosures on investment assumptions and performance, and a forecast of future expected investment returns. In addition, this report provides a listing of key actuarial assumptions used in measuring the retirement system’s liabilities and calculating contributions necessary to provide secure benefits for the membership.
The Michigan State Police Retirement System (SPRS), henceforth referred to as the System, serves 3,406 retirees receiving monthly benefits, and 1,653 active defined benefit plan members. State police pensions are protected by Michigan’s Constitution. The System’s net assets are held in trust to meet future benefit payments. The state treasurer is the investment fiduciary and custodian of all investments of the System pursuant to state law.

A resolution to recognize April 2024 as County Government Month.
Whereas, County governments play a vital role in the delivery of key public services as the original regional government in our state; and
Whereas, April is recognized
nationally in order to highlight the important work of counties across the
United States; and
Whereas, Counties supervise several programs to support mental health and substance use disorder treatment, care for abused and neglected children, administer justice through our courts and juvenile justice programming, maintain vital records, land and property records, engage in disaster preparedness, provide solid waste management, property tax administration, law enforcement, public safety, and election administration; and
Whereas, Counties provide services such as parks and recreation programs, senior citizen services, medical care facilities, drainage systems, and infrastructure construction and maintenance; and
Whereas, The theme for this year’s County Government Month is “Forward Together” and focuses on the three pillars of “Connect,” “Inspire,” and “Lead”; and
Whereas, Every year since 1991, counties across the country have actively promoted their own programs and services to the public they serve; and
Whereas, During this month, we join with local counties and county commissioners to recognize and raise awareness of the countless efforts and contributions of county boards of commissioners throughout Michigan; now, therefore, be it
Resolved by the Senate, That the members of this legislative body recognize April 2024 as County Government Month.
