“God: Let us first say, ‘Thank You’ on behalf of all who are gathered here today. Thank You for Your many and abundant blessings. Thank You for the ability to be involved in useful work and for the honor of bearing the responsibility of public service.

As we continue our work at the Michigan State Capitol, I am asking that You would graciously grant us a sense of the welfare and true needs of our constituents, a sense of integrity and justice, conviction in the decisions we make, the capacity to work together in harmony even when there is honest disagreement, and lastly, peace in our individual lives and joy in our service.

Lord, please guide us today and always, so that we have the power and strength to come together as a legislative body and make the best decisions for those we graciously represent. Amen.”

“An act to protect the welfare of the people of this state; to provide general assistance, hospitalization, infirmary and medical care to poor or unfortunate persons; to provide for compliance by this state with the social security act; to provide protection, welfare and services to aged persons, dependent children, the blind, and the permanently and totally disabled; to administer programs and services for the prevention and treatment of delinquency, dependency and neglect of children; to create a state department of social services; to prescribe the powers and duties of the department; to provide for the interstate and intercounty transfer of dependents; to create county and district departments of social services; to create within certain county departments, bureaus of social aid and certain divisions and offices thereunder; to prescribe the powers and duties of the departments, bureaus and officers; to provide for appeals in certain cases; to prescribe the powers and duties of the state department with respect to county and district departments; to prescribe certain duties of certain other state departments, officers, and agencies; to make an appropriation; to prescribe penalties for the violation of the provisions of this act; and to repeal certain parts of this act on specific dates,”

A bill to amend 1984 PA 218, entitled “Third party administrator act,” by amending the title and section 2 (MCL 550.902) and by adding sections 26 and 27.

The Senate has substituted (S-1) the bill.

The Senate has passed the bill as substituted (S-1), ordered that it be given immediate effect and amended the title to read as follows:

A bill to amend 1984 PA 218, entitled “An act to provide for the regulation of third party administrators; to provide for the licensure of administrative service managers; to provide for certain powers and duties for certain state agencies and officers; to provide for the confidentiality of certain personal data; and to prescribe penalties for a violation of this act,” by amending sections 2, 36, and 52 (MCL 550.902, 550.936, and 550.952) and by adding sections 26 and 27.

House Resolution No. 231.

A resolution to oppose the use of federal funds to purchase drug paraphernalia.

Whereas, Crack cocaine is a highly addictive and powerful substance that leads to devastating consequences. The National Survey on Drug Use and Health found that over 5 million people used some form of cocaine, including crack, in 2019 alone. Cocaine poses increased risks for infectious diseases such as hepatitis and HIV, as well as physical conditions including stroke, seizures, and shrinking brain size. Cocaine is involved in nearly one in five overdose deaths – a rate that continues to climb every year; and

Whereas, Crack has anguished families and communities for decades. Families are left to pick up the pieces when they lose their loved ones to crack addition. In addition, communities that struggle with drug use can experience increased rates of drug and sex trafficking, along with other crimes. This not only destabilizes communities, but it also places additional burdens on law enforcement who become less available to aid the community and provide essential services; and

Whereas, While crack cocaine is inherently dangerous, the method of consumption can exacerbate the risks. Smoking crack produces an immediate and more intense high, thus increasing the likelihood that someone will become addicted to crack. Pipes are a common tool used to smoke crack and present their own risks such as cuts and burns; and

Whereas, President Joe Biden plans to use 30 million dollars of federal funding to furnish drug paraphernalia such as syringes and “safe smoking kits” to people with pre-existing drug addictions. The stated goal of the program is to reduce the harm associated with smoking crack cocaine and support overdose prevention; and

Whereas, Not only does this plan ignore federal policy that makes it unlawful for any person to sell or offer drug paraphernalia, but it also does nothing to achieve the goal of harm reduction. By enabling addicts through the provision of smoking kits, the federal government is promoting further harm to individuals and communities. Instead of trying to lift up communities that have been devastated by substance use, this plan simply provides the tools they need to dig themselves into deeper despair; now, therefore, be it

Resolved by the House of Representatives, That we staunchly oppose the use of federal funds to purchase drug paraphernalia; and be it further

Resolved, That copies of this resolution be transmitted to the Speaker of the United States House of Representatives, the President of the United States Senate, the President of the United States, and the members of the Michigan congressional delegation.

The resolution was referred to the Committee on Government Operations.
