“Today, let us reflect on the importance of the work we do in this chamber, but also the example we set for the people of Michigan. We’re elected to represent and reflect every corner of our state and called upon to be leaders in good times and bad. The last fifteen months have been among the most challenging for most of us. We have been tasked with guiding Michiganders through a turbulent, frightening, and truly unprecedented time. We have had to make some difficult decisions and face some hard truths. There has been grief and loss, including here in this chamber with the passing of Representative Isaac Robinson.
But there has also been joy and triumph. We have grown back stronger as a state and a community. Being able to spend time with loved ones who we were separated from has shown us that the sacrifices we made were not in vain. As Harvey Milk once said, ‘Hope is being able to see that there is light despite all of the darkness.’ It is incumbent upon us to model that hope to our communities even in the darkest of hours. It is crucial that we always be intentional with the messages we relay to those we represent, as the words we use today are seeds that grow into what we must reap tomorrow. Let’s work together to foster the hope that has carried our state through this crisis and build upon it for a better future for all Michiganders.”

“An act to protect the welfare of the people of this state through the establishment of an unemployment compensation fund, and to provide for the disbursement thereof; to create certain other funds; to create the Michigan employment security commission, and to prescribe its powers and duties; to provide for the protection of the people of this state from the hazards of unemployment; to levy and provide for contributions from employers; to levy and provide for obligation assessments; to provide for the collection of those contributions and assessments; to enter into reciprocal agreements and to cooperate with agencies of the United States and of other states charged with the administration of any unemployment insurance law; to furnish certain information to certain governmental agencies for use in administering public benefit and child support programs and investigating and prosecuting fraud; to provide for the payment of benefits; to provide for appeals from redeterminations, decisions and notices of assessments; and for referees and a board of review to hear and decide the issues arising from redeterminations, decisions and notices of assessment; to provide for the cooperation of this state and compliance with the provisions of the social security act and the Wagner-Peyser act passed by the Congress of the United States of America; to provide for the establishment and maintenance of free public employment offices; to provide for the transfer of funds; to make appropriations for carrying out the provisions of this act; to prescribe remedies and penalties for the violation of this act; and to repeal all acts and parts of acts inconsistent with this act,”

(1) From the federal fund money funds appropriated under section 11, there is allocated for 2020-2021 an amount not to exceed $125,658,900.00 $115,658,900.00 from the federal funding awarded to this state from the governor’s emergency education relief (GEER) fund under the coronavirus response and relief supplemental appropriations act, 2021, division M of Public Law 116-260, and there is allocated for 2020-2021 an amount not to exceed $1,650,759,800.00 $1,656,308,300.00 from the federal funding awarded to this state from the elementary and secondary school emergency relief (ESSER) fund under the coronavirus response and relief supplemental appropriations act, 2021, division M of Public Law 116-260.
(2) From the federal funds appropriated under section 11, there is allocated for 2020-2021 an amount not to exceed $3,709,833,000.00 from the federal funding awarded to this state from the elementary and secondary school emergency relief (ESSER) fund under the American rescue plan act of 2021, title II, subtitle A, part 1 of Public Law 117-2, and there is allocated for 2020-2021 an amount not to exceed $93,023,000.00 from the federal funding awarded to this state under section 2002 of the American rescue plan act of 2021, title II, subtitle A, part 1 of Public Law 117-2, for emergency assistance to nonpublic schools.”.
2. Amend page 42, following line 4, by inserting:
“Sec. 11t. (1) From the federal funds allocated under section 11n, there is allocated for 2020‑2021 an amount not to exceed $361,983,300.00 from the federal funding awarded to this state from the elementary and secondary school emergency relief (ESSER) fund under the American rescue plan act of 2021, title II, subtitle A, part 1 of Public Law 117-2, to eligible districts as provided in this section. The department shall pay each eligible district under this subsection an amount equal to the product of the district’s 2020-2021 pupils in membership multiplied by the difference between $1,093.00 and the district’s ESSER III formula payment per pupil. A district that has an ESSER III formula payment per pupil that is less than $1,093.00 is an eligible district under this subsection.
(2) Both of the following apply to the funding under subsection (1):
(a) An eligible district shall dedicate the following percentages of a payment received under subsection (1) as follows, in accordance with the requirements under section 2001(f) of the American rescue plan act of 2021, title II, subtitle A, part 1 of Public Law 117-2:
(i) At least 51.4% for activities to address learning loss by supporting the implementation of evidence-based interventions.
(ii) At least 10.3% for the implementation of evidence-based summer enrichment programs.
(iii) At least 10.3% for the implementation of evidence-based comprehensive after-school programs.
(b) In accordance with section 2001(f) of the American rescue plan act of 2021, title II, subtitle A, part 1 of Public Law 117-2, an eligible district must ensure that the interventions, activities, and programs under subdivision (a) respond to students’ academic, social, and emotional needs and address the disproportionate impact of COVID-19 on the student subgroups described in section 6311(b)(2)(B)(xi) of 20 USC 6311; students experiencing homelessness; and children and youth in foster care.
(3) In order to receive funding under subsection (1), a district must submit a spending plan to the department by not later than 45 days after the effective date of the amendatory act that added this section. A spending plan described in this subsection must include the district’s estimated spending of funds received under subsection (1) for the purposes described in subsection (2), disaggregated by the type of service provided. A district shall also post the spending plan described in this subsection on its website.
(4) As used in this section, “ESSER III formula payment per pupil” means an amount equal to the amount of funds the district receives under section 11r(8) divided by the district’s pupils in membership for the 2020-2021 school year as calculated under section 6.”.
3. Amend page 357, line 8, after “11m,” by inserting “11n, 11t,”.
Rep. Neeley moved to amend the bill as follows:
1. Amend page 41, following line 23, by inserting:
“(7) In addition to the allocation under subsection (1), from the general fund money appropriated under section 11, there is allocated an amount not to exceed $1,000,000.00 for 2021-2022 only for an early childhood collaborative that serves students located in a county with a population of not less than 400,000 or more than 500,000. The funds allocated under this subsection must be used to continue the expansion of early childhood services in response to an executive proclamation of emergency described in this section concerning drinking water.” and renumbering the remaining subsections and adjusting the totals in section 11 and enacting section 1 accordingly.
Rep. Jones moved to amend the bill as follows:
1. Amend page 96, following line 21, by inserting:
“Sec. 22g. (1) From the state school aid fund money appropriated under section 11, there is allocated for 2021-2022 an amount not to exceed $25,500,000.00 to a qualifying intermediate district for paying the outstanding operating debt and accrued school bond loan fund interest of a dissolved school district. For purposes of this subsection, an intermediate district is a qualifying intermediate district if it is required to perform the functions and satisfy the responsibilities of a dissolved school district under section 12(3) of the revised school code, MCL 380.12. The department of treasury shall determine which qualifying intermediate district is eligible for payments under this section based on the ability of the dissolved school district to repay the balance of accrued school bond loan fund interest.
(2) Notwithstanding section 17b, the department shall make payments to a qualifying intermediate district under this section on a schedule determined by the department.
(3) As used in this section, “dissolved school district” means a school district that has been declared dissolved under section 12 of the revised school code, MCL 380.12.” and adjusting the totals in section 11 and enacting section 1 accordingly.

(b) The vendor’s knowledge of center and National Center for Education Statistics (NCES) data.
(c) The vendor’s knowledge of existing K to 12 reports.
(d) The vendor’s knowledge of existing K to 12 technology systems.
(e) The vendor’s knowledge of reporting, information technology, and benchmarking best practices.
(f) The vendor’s expertise in providing advice to this state’s K to 12 systems on efficiency measures.”.
