Reps. Carra, Bezotte, Bellino, Meerman, Rendon, Steven Johnson, Eisen, Hall, Maddock, Reilly, Posthumus, Roth, Allor, Borton, Markkanen, Hoitenga, Marino, LaFave and Clements offered the following concurrent resolution:

A concurrent resolution to censure Hillary R. Clinton and Michael A. Sussman.

Whereas, In September 2021, Michael A. Sussman was indicted for making false statements to the Federal Bureau of Investigation (FBI). The indictment stemmed from Special Counsel John Durham's investigation related to intelligence activities and investigations arising out of the 2016 presidential campaigns; and

Whereas, The indictment outlines the serious allegations against Mr. Sussman and his connection to the Hillary Clinton Presidential Campaign. It alleges that Mr. Sussman requested a meeting with the FBI's General Counsel to provide evidence of a secret communication channel between the Trump Organization and a Russian bank. The indictment further alleges that Mr. Sussman told the FBI General Counsel that he was not doing his work for any client when, in fact, he was acting on behalf of private clients, including the Hillary Clinton Presidential Campaign. The indictment indicates that this lie was material because it misled the FBI about the nature of Mr. Sussman's work and prevented investigators from properly assessing the evidence; and

Whereas, The Sussman indictment and subsequent filings clearly outline allegations that Mr. Sussman, acting on behalf of the Clinton campaign, presented material to the FBI designed to ensnare his employer's political opponent in criminal and counterintelligence investigations, and lied about the nature of his connection with the Clinton campaign to prevent the FBI from seeing through the scheme; and

Whereas, Mr. Sussman's alleged actions on behalf of the Clinton campaign contributed to a series of investigations that sought to prove a false Trump Organization-Russian collusion narrative. The Russian collusion narrative was extremely detrimental to the nation, wasting valuable time and resources, diminishing citizens' faith in duly elected leaders, and damaging the reputation of people who did nothing wrong; and

Whereas, Individuals who wrongly fed the false collusion narrative and sowed distrust in our elected leaders under false pretenses should be reprimanded. The allegations against Mr. Sussman, and the presidential candidate who employed him, clearly warrant censure from this body; now, therefore, be it

Resolved by the House of Representatives (the Senate concurring), That we censure Hillary R. Clinton and Michael A. Sussman; and be it further

Resolved, That copies of this resolution be transmitted to Hillary R. Clinton and Michael A. Sussman.
