HOUSE BILL NO. 6324
A bill to amend 1976 PA 451, entitled
"The revised school code,"
(MCL 380.1 to 380.1852) by adding section 1308c.
the people of the state of michigan enact:
Sec. 1308c. (1) By not later than July 1, 2023, the department of state police shall promulgate rules, in compliance with the administrative procedures act of 1969, 1969 PA 306, MCL 24.201 to 24.328, establishing a standardized response terminology plan and provide the plan, as established in rule, to public schools and nonpublic schools. The standardized response terminology plan described in this subsection must include, at a minimum, all of the following:
(a) Direction concerning terminology that should be utilized by public schools and nonpublic schools in response to certain situations that occur in or at a school building operated by the public school or nonpublic school, including, but not limited to, the following direction concerning terminology, as described in this subdivision:
(i) That the term "lockdown" should be used when there is an existing threat in or at a school building or a threat is expected to arrive in or at a school building imminently.
(ii) That the term "secure mode" should be used when it is determined that a lockdown, as described in subparagraph (i), is not necessary but heightened security is needed due to a potential external threat. Under "secure mode", as described in this subparagraph, instruction must continue in a normal manner, but access to the school building, movement throughout the school building, and pupil or student activities must be limited and monitored.
(iii) That the term "shelter in place" should be used when conditions are safer inside a school building than outside of the school building. These conditions include, but are not limited to, certain severe weather conditions or hazardous-materials incidents that are in close proximity to the school building.
(iv) That the term "reverse evacuation" should be used when pupils or students enrolled in the public school or nonpublic school and school staff need to move rapidly, but in a systemic fashion, from an outdoor area to an indoor area where they can be protected from a threat.
(v) That the term "room clear" should be used when pupils or students enrolled in the public school or nonpublic school need to be evacuated from a specific place in a school building to a safer location in the school building to protect them from harm or to enable school employees and workers and first responders to address any incidents.
(b) Direction providing that all public schools and nonpublic schools should be in "secure mode" as described in subdivision (a) when instruction is being provided.
(c) Direction concerning the use of a color-coding system to indicate when the terminology described in subdivision (a) should be in use at a public school or nonpublic school.
(2) As used in this section, "school building" means any of the following:
(a) A building intended to be used to provide instruction for pupils or students, including an addition to an existing building.
(b) A recreational or athletic structure or field intended to be used by pupils.
