A bill to prohibit the expenditure of state money and use of state resources to implement or enforce certain federal laws related to COVID-19.

the people of the state of michigan enact:

Sec. 1. As used in this act:

(a) "Employer" means a person that employs 1 or more individuals in this state.

(b) "Person" means an individual or a partnership, corporation, limited liability company, association, governmental entity, or other legal entity.

(c) "State money" means money in the state treasury or any other fund of this state.

(d) "State resources" means any of the following:

(i) A building or real property owned or leased by this state.

(ii) Equipment or personal property owned or leased by this state.

(iii) An employee of this state.

Sec. 3. This state shall not expend state money or use state resources to implement or enforce, or assist in implementing or enforcing, a federal law that requires an employer to require its employees to do either of the following:

(a) Be tested for COVID-19.

(b) Receive a COVID-19 vaccination.
