INFO. PACKET; CAREER OPPORTUNITIES H.B. 4953 (S-2):
SUMMARY OF BILL
REPORTED FROM COMMITTEE
House Bill 4953 (Substitute S-2 as reported)
Sponsor: Representative David Martin
Senate Committee: Education and Career Readiness
CONTENT
The bill would amend the Revised School Code to require the Department of Education (MDE), by August 1, 2022, and by no later than August 1 each year after that, to develop or update and make available to all school districts, intermediate school districts (ISD), public school academies (PSAs, and nonpublic schools informational packets concerning post-graduation opportunities to be given to each pupil enrolled in grades 8 to 12 in the districts.
By August 1, 2022, and each subsequent August 1, the MDE would have to post the informational packet on its website. By October 1, 2022, and each subsequent October 1, the board of a district or ISD, board of directors of a PSA, or governing body of a nonpublic school would have to that the superintendent or chief administrator of each school provides the informational packet to each pupil enrolled in any of grades 8 to 12 in the district, PSA, or nonpublic school.
Proposed MCL 380.1293 Legislative Analyst: Eleni Lionas
FISCAL IMPACT
The bill would have a negative fiscal impact on the MDE and a minimal fiscal impact on local schools. The Department would experience additional costs to collect and distribute the information packets and to develop information technology, as well as to hire staff to collect the necessary information and then distribute the packets to local schools. The costs for the first year likely would be the greatest, while overtime the cost to update the information packets each year likely would decrease as information collection processes became more efficient, though these efforts likely would require an additional ongoing staff position.
Local schools with grades 8 to 12 would experience minimal costs to distribute the information packets to students in grades 8 to 12.
