WATER SUPPLY OPERATOR; EXTEND FEE SUNSET S.B. 686:
SUMMARY OF BILL
REPORTED FROM COMMITTEE
Senate Bill 686 (as reported without amendment)
CONTENT
The bill would amend the Safe Drinking Water Act to extend a sunset date, from October 1, 2021, to October 1, 2025, for public water supply operator training and certification fees collected by the Department of Environment, Great Lakes, and Energy (EGLE). Revenue from these fees is deposited into the Wastewater Operator Training Fees Fund.
FISCAL IMPACT
The bill would have a positive fiscal impact on EGLE. The bill would extend the sunset provision for the fees for four years and would not make any other changes that would alter revenue. Therefore, if enacted, fee revenue would continue to be determined by the volume of training and certifications that EGLE provided. According to the Department, operator training and certification fees generated a total of $503,900 in fiscal year 2020-21. If the bill were not enacted, the projected loss of revenue for EGLE could be approximately the same amount.
