CONTENT
The bill would authorize the State Administrative Board, on behalf of the State, to convey a property currently under the jurisdiction of the Michigan State Police (MSP) to Kent County for not less than fair market value. The property that would be affected by the bill is an approximately 3.5-acre parcel that is the site of a former MSP laboratory located at 720 Fuller Avenue NE in Grand Rapids.
The MSP has moved the Kent County laboratory to a new facility, so the property in question currently is unused.
FISCAL IMPACT
The bill itself would have no fiscal impact on State or local government, as the bill would be permissive in nature and would not require the transfer of the property if no agreement could be reached. If a sale occurred, the State would receive a one-time windfall for the net proceeds of the sale and would save on various costs related to maintaining an unused facility.
As the property currently is State-owned, Kent County does not receive any property tax revenue from the property; a transfer of the property to the County would not change that. However, Kent County presumably receives a small amount of Fire Protection Grant revenue because of the State's ownership of the facility, and that amount would be lost by the county. This would not result in any savings to the State; however, the statutory formula for Fire Protection Grants would allocate those savings to other local units of government that receive a Fire Protection Grant.
