The bill would amend the Michigan Election Law to do the following:

--   Require a board of election inspectors to deliver one of the statement of returns and one of the tally sheets or the combined tally return sheet to the clerk of the township or city by 12 noon on day following the election.

--   Require a local clerk, if a local election to be canvassed by a board of county canvassers is not held in conjunction with a county or State election, to deliver to the county clerk one statement of returns and one of the tally sheets or the combined tally return sheet in one envelope, and the other statement of returns or combined tally and statement, together with the poll list in another envelope, to the local clerk by 12-noon, instead of by 11 AM on the day following the election

Currently, the board of election inspectors must seal one of the statement of returns and one of the tally sheets or the combined tally return sheet with a red State election seal in an envelope and must address the envelope to the board of county canvassers, in care of the judge of probate. The board of election inspectors must deliver the sealed envelope to the township or city clerk. After receiving the sealed envelope, the township or city clerk must immediately deliver the envelope to the individual to whom it is addressed. Under the bill, the envelope would have to be delivered to the clerk and the addressed individual no later than 12 noon on the day following the election.

If a local election to be canvassed by the board of county canvassers is not held in conjunction with a county or State election, the board of election inspectors must deliver the one statement of returns and one of the tally sheets or the combined tally return sheet with a red State election seal in one envelope, and the other statement of returns or combined tally and statement, together with the poll list in another envelope, to the local clerk. The local clerk must deliver both sealed envelopes to the county clerk by 11 AM on the day following the election. Under the bill, the envelopes would have to be delivered by 12 noon on the day following the election.
