Pursuant to the requirements of the Constitution, the Representatives assembled in Representative Hall in the Capitol at Lansing on the second Wednesday in January, the 12th of January, 2022 at 12:00 o’clock noon, and in accordance with law, were called to order by the Honorable Sarah L. Lightner, Associate Speaker Pro Tempore of the House of Representatives.

“As we begin the new year in the people’s house, My wish is for each of you to always feel the sun on your face and smile, to be grateful for your blessings, to feel and share the love that flows through you, and to be happy with what you have and who you are, where you’ve been planted. We are always in the palm of God’s hand, so we can never really be lost.
Heavenly Father, we ask for Your guidance and counsel as we help guide our State through difficult times, and I thank You for Your son Jesus, and His example for us all to follow.”

Today, I am returning Enrolled House Bill 4257 without my approval.
HB 4257 attempts to impose reporting requirements related to what the bill describes as a “memorandum of understanding.” Unfortunately, because the definition of that key term is vague and unworkable, this bill would only create confusion.
For this and other reasons, I am vetoing HB 4257 of 2021.

In accordance with the requirements of Section 46 of Act No. 306 of the Public Acts of 1969, being MCL 24.246, and paragraph 16 of Executive Order 1995-6, this is to advise you that the Michigan Office of Administrative Hearings and Rules filed Administrative Rule #2020-082-LR (Secretary of State Filing #22‑01-01) on this date at 12:20 P.M. for the Department of Licensing and Regulatory Affairs entitled, “Pharmacy – Controlled Substances”.
These rules take effect immediately upon filing with the Secretary of State unless adopted under section 33, 44, or 45a(9) of the administrative procedures act of 1969, 1969 PA 306, MCL 24.233, 24.244, or 24.245a. Rules adopted under these sections become effective 7 days after filing with the Secretary of State.
