Senator Ed McBroom of the 38th District offered the following invocation:

Dear Father, we’re humbled to be in this place and to be a select company of people chosen by our peers, our friends, and our fellow citizens to represent the needs of this state. Father, I pray that You will help us to work together for the betterment of Your people across the place of Michigan that You would help us be mindful of what You’ve ordained government to do—to reward good, to punish evil that You would help us to be mindful of those who are in need—widows and orphans, the fatherless, the outcast.

Help us especially to think on how fortunate we are and how we ought to be mindful of those who are in need and to do unto others as we would have them do unto us. Help us to love our neighbor as ourselves.

Father, bless this day, bless our leaders, and particularly bless our Governor and the work that she has to do for the people of Michigan. Help her to hear their voices and their needs, and to be mindful of the suffering that many are going through.

We ask for Your blessing and mercy in the midst of this disease and pandemic that plagues our people. We pray that You would bring relief quickly and soon and that You would help us to strive after righteousness both here in the laws we make and in the lives we lead.

I pray this in Jesus’ name. Amen.

Senator Stamas’ statement is as follows:

This year has been one of tremendous challenges. I stood at this very spot on May 27 to share my reaction to the flooding and destruction in the Great Lakes Bay Region. It is impossible to properly illustrate the damage and the long-term impact on local government, local communities, our families, and businesses within the last three months. Our communities have come together and are rebuilding today. It has also been tough for thousands of Michigan workers who are still unemployed due to the COVID-19 pandemic.

Senate Bill No. 745 is an effort to meet those challenges by providing critical federal funding for workers who remain unemployed and for struggling communities recovering from unimaginable flooding. As you know, several communities in my district, including my hometown, were devastated by unprecedented flooding in May following the failure of two local dams. It’s like something out of a disaster movie but it’s all too real. Senate Bill No. 745 will provide $6 million to the communities of Gladwin and Midland and the surrounding areas and $3 million for the flooding that has been in Detroit to help with those efforts as well.

I’d like to thank Representative Glenn for her leadership and hard work on much-needed financial support to help our communities recover and rebuild. I also want to thank the many people, organizations, and businesses who have stepped up and continue to step up to help affected residents during this difficult time.

Nearly six months after the coronavirus broke out and started in our state, roughly a million Michigan workers remain unemployed. This bill provides $2.9 billion in federal funding to help thousands of Michigan families make ends meet. After Congress failed to act to extend the previous federal funding benefit, President Trump created the Lost Wages Assistance Program to provide eligible unemployed workers a $300-per-week benefit in addition to their state benefits. According to the state Unemployment Insurance Agency, about 910,000 Michiganders will be eligible for this additional federal support.

A bill to amend 1951 PA 51, entitled “An act to provide for the classification of all public roads, streets, and highways in this state, and for the revision of that classification and for additions to and deletions from each classification; to set up and establish the Michigan transportation fund; to provide for the deposits in the Michigan transportation fund of specific taxes on motor vehicles and motor vehicle fuels; to provide for the allocation of funds from the Michigan transportation fund and the use and administration of the fund for transportation purposes; to promote safe and efficient travel for motor vehicle drivers, bicyclists, pedestrians, and other legal users of roads, streets, and highways; to set up and establish the truck safety fund; to provide for the allocation of funds from the truck safety fund and administration of the fund for truck safety purposes; to set up and establish the Michigan truck safety commission; to establish certain standards for road contracts for certain businesses; to provide for the continuing review of transportation needs within the state; to authorize the state transportation commission, counties, cities, and villages to borrow money, issue bonds, and make pledges of funds for transportation purposes; to authorize counties to advance funds for the payment of deficiencies necessary for the payment of bonds issued under this act; to provide for the limitations, payment, retirement, and security of the bonds and pledges; to provide for appropriations and tax levies by counties and townships for county roads; to authorize contributions by townships for county roads; to provide for the establishment and administration of the state trunk line fund, local bridge fund, comprehensive transportation fund, and certain other funds; to provide for the deposits in the state trunk line fund, critical bridge fund, comprehensive transportation fund, and certain other funds of money raised by specific taxes and fees; to provide for definitions of public transportation functions and criteria; to define the purposes for which Michigan transportation funds may be allocated; to provide for Michigan transportation fund grants; to provide for review and approval of transportation programs; to provide for submission of annual legislative requests and reports; to provide for the establishment and functions of certain advisory entities; to provide for conditions for grants; to provide for the issuance of bonds and notes for transportation purposes; to provide for the powers and duties of certain state and local agencies and officials; to provide for the making of loans for transportation purposes by the state transportation department and for the receipt and repayment by local units and agencies of those loans from certain specified sources; to investigate and study the tolling of roads, streets, highways, or bridges; and to repeal acts and parts of acts,” by amending section 1 (MCL 247.651), as amended by 2012 PA 390.

What I’m going to say here is a little unusual, but let’s be real—I’m a bit of an unusual guy.

Normally you don’t give going-away comments for folks in the executive branch but the history of this individual—he grew up, literally, in the Michigan Senate. I think he was a college student when he started helping now-Governor Whitmer on her campaign. If you think he’s got a baby-face now, you can imagine what he looked like back then.

As most of you know, I was elected in a special election in May 2013 and Malcolm Kletke—no surprise now—was working in the personal office of Governor Whitmer, at the time in her Senate Minority Leader office, and as he is now, he was affable, he was fun, he was funny, very smart, and had a strong personal relationship with Gretchen and many others. Right before the Governor left, he moved over to the policy office and anyone who might have had reservations that he was just some kid who worked in the Minority Leader’s office quickly realized how talented and smart and just amazing he is. He worked for us for four years, took on a lot of complicated issues, I think developed some tremendous working relationships with people on both sides of the aisle, and then he left to go work for the Governor. I think everyone here will say that he will be sorely missed.

In the complicated and tumultuous times we’ve had, I think Malcolm has done an amazing job of trying to get clarity and reach common ground on some issues that often have been personalized in a way that we both maybe shouldn’t have done, but I think Malcolm has done a good job of bringing it back to, How do we get results for something that matters to us and our constituents? You guys have worked on a number of really important issues. We’ve worked well on a number of these issues with you and I think Malcolm helped make that possible.

I think so much so that you see Senator MacGregor—sorry, the Senator from the 28th District, don’t break any rules here; just Pete—and I think Pete is proxy for a number of you. We could have a whole list of folks on both sides of the aisle going on and on but I didn’t want that to happen because I don’t want it to go to Malcolm’s head. He’s going to be leaving us, but not going very far. I’ll let him make the announcement to you individually—and now that things are opening back up again, feel free to do that over lunch. That’s all I’ll say. I’m going to give the remainder of my time, and I apologize for taking so much of it. I’d be happy to call it a “no” vote explanation if you’d be willing to help out with the time, so Pete has more than a minute and a half. I’m going to hand it over to Pete because I think he wants to say a few words about Malcolm as well.

From both sides of the aisle, Malcolm, you’ve been a great listener for both sides of this wonderful chamber that you are privileged to work with us. We’re privileged to have worked with you, and from the Republican Senators I want to just congratulate you, wish you good luck on your next chapter of your life. Boy, you still have about 90 more years in this city. I really, really hope that you do well in this new venture and this new chapter of your life. I have to say though, you’re probably the first person that we’re saying goodbye to who doesn’t look like a wrestler.

Senator McBroom’s statement is as follows:

I wanted to take a moment to thank yourself and members of the chamber for taking up today and voting affirmatively for Senate Bill No. 921. This bill commemorates two fallen firefighters in my district. One from many years ago, but more recently and more personal to me is the death of Mr. Ben Lauren, who was in his twenties, died in a house fire that he was helping to fight in Forsyth Township and a great young man with a great family. He had been showing his cattle at the U.P. State Fair and other places for many years, and was somebody that I got to know a little bit and this means so much to the community there and to his family to have this commemoration. It’s something we had hoped to get done a lot sooner, but due to COVID has been stalled to this point. But thank you to you and all the membership for your support today and recognition of this young man and this hurting community in the Upper Peninsula.
