God of the widow, the orphan, and the stranger who sojourns in a strange land: give me this prayer of Martin Luther’s—a prayer for those with whom I disagree—that we should fear and love God so that we do not slander or betray our neighbor, but instead come to their defense, speak well of them, and interpret everything in the best possible light.

Give me this prayer for those who work together. I pray with Martin Luther King, whose Drum Major Instinct prayed, “I just want to be here in love and justice and truth and commitment to others so that we can make this old world into a new world.”

Give me this prayer for those who also love You from the Bible itself: “The steadfast love of the Lord never ceases; God’s mercies never come to an end; They are new every morning. Great is Your faithfulness.” Peace to people of good will everywhere.

Give me this prayer for all who serve in this chamber, from those who make the laws and those who empty the trash, that their work in the peoples’ house reflect the thanks of the people, like this:

O God, Your Son came among us not to be served but to serve, and to give his life for the world. Lead us by love to serve all those to whom the world offers no comfort and little help. Through the work of this chamber, give hope to the hopeless, love to the unloved, peace to the troubled, and rest to the weary. Give me this prayer for all who love what is right.

Guide my feet while I run this race. Guide our feet while we run this race.

House Bill No. 4689, entitled

A bill to amend 1937 PA 306, entitled “An act to promote the safety, welfare, and educational interests of the people of the state of Michigan by regulating the construction, reconstruction, and remodeling of certain public or private school buildings or additions to such buildings, by regulating the construction, reconstruction, and remodeling of buildings leased or acquired for school purposes, and to define the class of buildings affected by this act; to prescribe the powers and duties of certain state agencies and officials; to prescribe penalties for the violation of this act; and to repeal acts and parts of acts,” by amending the title and section 5a (MCL 388.855a), the title as amended by 2002 PA 628 and section 5a as amended by 2006 PA 199, and by adding section 1d.

Substitute (S-1)

The following are the amendments recommended by the Committee of the Whole:

1.  Amend page 3, line 15, after “(3)(a)” by inserting “or (4)(a)”.

2.  Amend page 3, line 20, after “(3)(a)” by inserting “or (4)(a)”.

3.  Amend page 3, line 23, after “Before” by inserting “newly”.

4.  Amend page 3, line 23, after “installing” by striking out “the” and inserting “a”.

5.  Amend page 4, line 2, after “use” by inserting a comma and “and location, of the device or system”.

7.  Amend page 4, line 17, after “this” by striking out “subparagraph” and inserting “subdivision”.

8.  Amend page 4, following line 19, by inserting:

     (4) If a school building has an existing temporary door locking device or system that was installed before the effective date of the amendatory act that added this section, the enforcing agency shall approve the device or system if all of the following are met:

(a) Not more than 90 days after the effective date of the amendatory act that added this section, the administrative authority of the school building submits to the enforcing agency drawings, diagrams, and installation instructions showing that the device or system meets the requirements of subsection (2).

(b) The administrative authority of the school building applies for and obtains any necessary permits as described in subsection (3)(a).

(c) The enforcing agency inspects the installed device or system and determines it meets the requirements of subsection (2).

(5) The administrative authority of a school building in which an existing temporary door locking device or system has been installed as described in subsection (4) shall comply with the requirements of subsection (3)(c) and (d) and shall notify the local fire department and the law enforcement agency that has jurisdiction over the building where the device or system is located.” and renumbering the remaining subsections.
