unanimous consent to make statements and moved that the statements be printed

Senator Lucido’s statement is as follows:
I stand before you on a package
of bills that has bipartisan support.
This is a bill package that
started many, many years ago and that package is to go ahead and keep our most
valuable resources in this state safe, but also make sure the penalties are in
line so they don’t continue to have recidivism. This is the “raise the age”
package that we’re about to vote on. This package—starting from Senate Bill No.
84 and continuing down—has bipartisan support because both sides of the aisle
worked very hard and diligently over the last five years. I am very happy to
report to you that this package takes care of our children, our most prized and
precious resources that we have.
I appreciate the support of both
sides of the aisle in this package because these children don’t need to end up
in prison for the rest of their life. There is given a chance. You can’t vote
in this state until you’re 18; you can’t get married in this state until your
18 without parental consent; you can’t even go into the military without
parental consent before your 18th birthday; and the best part is you can’t even
sit on a jury at 17, but yet we try adults at 17.
Today, I am proud to present to
you, with colleagues from both sides of the aisle, a package that will give our
children a chance. I appreciate, Mr. President, the support of the entire Senate
today.
Senator Santana’s statement is as
follows:
I rise in support of the “raise
the age” bill package—Senate Bill Nos. 84 and 90 through 102.
Over the past 30 years, we have
had many 17-year-olds whose lives have been forever changed because they were
treated as adults in the criminal justice system. We now know what past
legislators did not know—that getting “tough on crime” only resulted in more
crime, having juveniles sexually assaulted in the prison and treated as prey by
adults with no true opportunity for real reform.
We are turning the tide today and
for this we can all be grateful. This legislation is long overdue but still
timely, and let us not delay any longer. Compromise is inevitable, especially
when there is a monetary cost that must be considered. But let us not let the
perfect be the enemy of the good.
I want to
thank all my colleagues who started this journey five and a half years ago and
those who are continuing to carry the baton to the finish line, to all the
advocacy groups who stayed in the conversations and helped right this wrong,
and to all the local governments who know that this is simply the right thing
to do.
Our quality of life and our
future generations’ quality of life is dependent on every decision we make in
this chamber, and when this legislation passes and is signed into law, we can
all be proud not to be one of the last three states that allow mistakes at 17
years old become a lifetime of wrongdoing.

resolution to recognize May 7, 2019, as Michigan Foster Care Day.
Whereas,
May is National Foster Care Awareness Month, and during that time, we reflect
on the dedication of foster and kinship caregivers, faith-based and community
organizations, and child welfare professionals who are improving the lives of
children and youth in foster care throughout the country; and
Whereas,
Michigan is deeply indebted to these selfless and compassionate Americans; and
Whereas,
We also observe this month with sadness because of the plight of innocent
children who are in foster care and who have had their lives disrupted by
neglect or abuse; and
Whereas,
Providing a stable, secure, and nurturing home environment is one of the
greatest gifts a foster parent or guardian can give a child; and
Whereas,
This critical investment in their well-being, safety, and sense of belonging
brings precious hope to children in need. With gratitude, we acknowledge the
tremendous sacrifices made by our foster families as they open their hearts and
lives and provide secure and supportive home for the hundreds of thousands of
infants, children, and youth in foster care; and
Whereas, We also take this opportunity to acknowledge
that there is still much more we can do to prevent the abuse and neglect that
forces children into foster care placements. As the number of children placed
in foster care continues to increase, driven in part by the opioid crisis and
drug abuse, we are dedicated to bringing help and healing to families
threatened by addiction so that parents and children can stay together in a
safe and stable home environment; and
Whereas,
We are blessed that our country is filled with generous individuals and
families who willingly welcome children in need into their homes so that they
can experience loving guardianship and some of the joys of family life. Many of
these heroic families provide foster care for children with complex medical and
challenging psychological and behavioral needs; and
Whereas,
During May, we look to set aside a special day as an opportunity to raise
awareness about the increasing number of children and youth entering foster
care and to encourage Americans to invest in the lives of some of Michigan’s
most vulnerable children and families; now, therefore, be it
Resolved
by the Senate, That the members of this legislative body recognize May 7, 2019,
as Michigan Foster Care Day; and be it further
Resolved,
That we call upon all Michiganders to observe this day, and the entire month of
May, by taking the time to help children and youth in foster care, while also
recognizing the commitment of those who touch their lives, particularly by
celebrating their foster parents and other caregivers.
