Act, Public Act 544 of 2008, the Michigan Domestic and Sexual Violence
Prevention and Treatment Board is required to “provide an annual report of

of representatives.”
Attached please find a Statement of Revenues, Expenditures and
Changes in Fund Balances through year end September 30, 2018. Per the
legislation, this annual audit report is due by February 1 but is late due to
the delay in the state closing the books.

On order of the Chief Justice,
the motion of Michigan One Fair Wage, Michigan Time to Care, National
Employment Law Project, and Michigan State AFL-CIO to file joint brief amicus
curiae is GRANTED. The amicus brief submitted on March 22, 2019, is accepted
for filing.
April 3, 2019
On order of the Court, the
requests by the House of Representatives and the Senate for an advisory opinion
on the constitutionality of 2018 PA 368 and 2018 PA 369 are considered. We
direct the Clerk to schedule oral argument for Wednesday, July 17, 2019, at
9:30 a.m. MCR 7.308(B)(3).
We invite the House of
Representatives and the Senate, and any member of either chamber, to file
briefs on the following questions: (1) whether the Court should exercise its
discretion to grant the requests to issue an advisory opinion in this matter;
(2) whether Const 1963, art 2, § 9 permits the Legislature to enact an
initiative petition into law and then amend that law during the same
legislative session; and (3) whether 2018 PA 368 and 2018 PA 369 were enacted in
accordance with Const 1963, art 2, § 9. We respectfully request the Attorney
General to submit separate briefs arguing both sides of these questions. Briefs
in support of the constitutionality of the enacted legislation shall be filed
no later than May 15, 2019. Briefs in opposition to the constitutionality of
the enacted legislation shall be filed no later than June 19, 2019. Persons or
groups interested in the determination of the questions presented in this
matter may move the Court for permission to file briefs amicus curiae on either
or both sides, in accordance with the briefing schedule set forth above.
Motions for permission to file briefs amicus curiae and briefs amicus curiae
regarding these two cases should be filed in In re House of Representatives Request for Advisory Opinion Regarding
Constitutionality of 2018 PA 368 & 369 (Docket No. 159160) only.
The requests by the House of
Representatives and the Senate for an advisory opinion remain pending.

April 1, 2019
This report is issued in
compliance with the State Police Retirement Act, 1986 Public Act (PA) 182, as
amended. The contents come from the 5-Year Actuarial Experience Study covering
the period Oct. 1, 2012, through Sept. 30,
2017, and additional analysis performed after Sept. 30, 2017, by the Department
of Treasury, Bureau of Investments and the plan actuary. The report includes
disclosures on investment assumptions and performance, and a forecast of future
expected investment returns. In addition, this report provides a listing of key
actuarial assumptions used in measuring the retirement system’s liabilities and
calculating contributions necessary to provide secure benefits for the
membership.
The Michigan
State Police Retirement System (SPRS), henceforth referred to as the System, serves
3,117 retirees receiving monthly benefits, and 1,787 active defined benefit plan
members. State police pensions are protected by Michigan’s Constitution. The
System’s net assets are held in trust to meet future benefit payments. The
state treasurer is the investment fiduciary and custodian of all investments of
the System pursuant to state law.

The Department of Technology,
Management and Budget (DTMB) Office of Retirement Services (ORS) is pleased to
present the Summary Annual Report for the Michigan Public School Employees’
Retirement System (MPSERS), henceforth referred to as the System, for the
fiscal year ended Sept. 30, 2018.
ORS provides retirement and
related retiree healthcare plans to help more than 675 public school employers
attract, retain, and reward a highly qualified workforce.
ORS is able to cost-effectively
provide these benefits to retirees. In 2017, the total defined benefit pension
administration cost was $57 per active member and retiree. This was $37 below
the peer average of $94 per active member and retiree (CEM Benchmarking).

I would like to take this moment
to ask my colleagues to join me for a moment and say goodbye to a very special
person. This staff member has been an integral part of the Senate Session Staff
since 2013—our very own Danielle McCann, Journal Clerk for the Secretary of the
Senate. Danielle is moving on. She’s not retiring—she’s not ready to retire
yet—she’s moving on and has accepted a position in the Governor’s Appointments
office. Wait a minute. So, you’re going to the Governor’s Office? Did I approve
this? Actually, it’s too late; she’s already working there.
Danielle has been a special part
of the Session Staff since 2013, dedicating many long hours—days and
nights—making sure that we have proper documentation of all the historical
stuff we do here in the Senate which is really, really important. Not only has
Danielle completed her work with dedication but she has been a great leader in
tackling some of the most challenging problems in that department. Her input,
guidance, and yes, even her stubbornness has been a great asset to the
Secretary of the Senate’s office and her staff.
Prior to joining us, Danielle
worked as a legislative assistant in the House of Representatives. She started
as an intern, and through her hard work, dedication, and stubbornness, moved
into a full-time position where she has honed her skills and love of the
political process.
The hours outside of here at the
Capitol are spent with her husband, Trevor, and their delightfully entertaining
daughter, Morgan. They spend time visiting northern Michigan, taking day trips
to the beach, and making the very best of everything they do as a family.
While we will miss Danielle very
much, we take comfort in knowing that she will not be too far, and the state of
Michigan will continue to benefit from her hard work. Danielle, we thank you
very much.

A bill to amend 1949 PA 300, entitled “Michigan
vehicle code,” by amending section 811d (MCL 257.811d), as amended by 2006 PA
562, and by adding section 811gg.

Zorn offered the following resolution:
Senate Resolution No. 30.
A resolution to encourage the Natural Resources Commission to add
Sandhill cranes to the game species list and seek U.S. Fish and Wildlife
Service approval to establish a Sandhill crane hunting season.
Whereas, Michigan is home to an ever-increasing population of Sandhill
cranes. The 2016 Michigan Breeding Waterfowl Survey estimates 48,900 spring
breeding Sandhill cranes; and
Whereas, Sandhill cranes are already hunted in Minnesota, Tennessee, and
Kentucky when they migrate beyond Michigan’s borders. They are classified as a
game species under the federal Migratory Bird Treaty Act of 1916; and
Whereas, Hunting seasons are strictly regulated by the Mississippi
Flyway Council and the U.S. Fish and Wildlife Service to ensure that the
Sandhill crane population remains robust. Under the Eastern Population Crane Management Plan, states may only receive
approval for a hunting season after submitting pertinent information to the
Mississippi Flyway Council, including an estimate of the peak number of
Sandhill cranes and time of migration over a five-year period, proposed number
of permits to be issued, and proposed season dates. States with hunting seasons
are required to gather information from hunters and track the Sandhill crane
population; and
Whereas, A hunting season will benefit hunters and
the growing Sandhill crane population; now, therefore, be it
Resolved by the Senate, That we encourage the Natural Resources
Commission to add Sandhill cranes to the game species list and seek U.S. Fish
and Wildlife Service approval to establish a Sandhill crane hunting season; and
be it further
Resolved, That copies of this resolution be transmitted to the members
of the Michigan Natural Resources Commission, the Director of the Michigan
Department of Natural Resources, and the Governor of Michigan.

that authorize the organization and operation of public school academies to
