Senator Ed McBroom of the 38th District offered the following invocation:

Dear Father, I thank You so much for the opportunity to represent the people of Michigan here in the Senate, for the opportunity to serve them, and to work together to provide righteous laws—laws that reflect on who You are and who You’ve revealed Yourself to be in Your Son.

Help us, Father, to be mindful of the people we serve and to be mindful of the struggles that they have. Help us to listen to one another, and to take into account the different walks of life that each of us has been through and that our citizens are doing right now. Help us to be advocates for those who are downtrodden—for the widowed and the orphans especially—those whom You speak so much about in Your word, whom You care about, and whom You judge each of us on if we don’t reflect that care that You have for them.

Father, the laws that we work on together ought to be righteous, ought to reflect righteousness, and doing right for the people of this state. Help us to be passionate about knowing You so that we can know what is righteous.

I pray this in the name of Your Son, Jesus. Amen.

 

The President, Lieutenant Governor Gilchrist, led the members of the Senate in recital of the Pledge of Allegiance.

Senator MacGregor moved that Senator Zorn be temporarily excused from today’s session.

The motion prevailed.

 

Senator McMorrow moved that Senators Hollier and Ananich be temporarily excused from today’s session.

The motion prevailed.

 

Senator McMorrow moved that Senators Alexander and Chang be excused from today’s session.

By unanimous consent the Senate proceeded to the order of

General Orders

 

 

Senator MacGregor moved that the Senate resolve itself into the Committee of the Whole for consideration of the General Orders calendar.

The motion prevailed, and the President, Lieutenant Governor Gilchrist, designated Senator Schmidt as Chairperson.

After some time spent therein, the Committee arose; and the President, Lieutenant Governor Gilchrist, having resumed the Chair, the Committee reported back to the Senate, favorably and with a substitute therefor, the following bill:

Senate Bill No. 23, entitled

A bill to prohibit the theft of mail; to provide for the powers and duties of certain state and local governmental officers and entities; and to prescribe penalties and provide remedies.

Substitute (S-1)

The Senate agreed to the substitute recommended by the Committee of the Whole, and the bill as substituted was placed on the order of Third Reading of Bills.

The Committee of the Whole reported back to the Senate, favorably and with a substitute therefor, the following bill:

Senate Bill No. 24, entitled

A bill to amend 1927 PA 175, entitled “The code of criminal procedure,” by amending section 14 of chapter XVII (MCL 777.14h), as amended by 2018 PA 188.

Substitute (S-1)

The Senate agreed to the substitute recommended by the Committee of the Whole, and the bill as substituted was placed on the order of Third Reading of Bills.

 

During the Committee of the Whole, Senators Zorn and Hollier entered the Senate Chamber.

Senate Bill No. 131, entitled

A bill to amend 1994 PA 451, entitled “Natural resources and environmental protection act,” by amending section 61506b (MCL 324.61506b), as added by 1998 PA 303.

The bill was read a first and second time by title and referred to the Committee on Natural Resources.

 

 

Senator Zorn introduced

Senate Bill No. 132, entitled

A bill to amend 2001 PA 142, entitled “Michigan memorial highway act,” by amending sections 12 and 48 (MCL 250.1012 and 250.1048), and by adding section 1085.

The bill was read a first and second time by title and referred to the Committee on Transportation and Infrastructure.
