“The scriptural reading that Jews
around the world read last week includes the Ten Commandments, as found in the
Book of Exodus. This week’s scriptural reading is comprised of the three
chapters which follow the Ten Commandments. It contains teachings regarding the
treatment of slaves; damages through neglect or theft; offenses against others
through lying, oppression, and unfair business practices; unjust treatment by
judges, and much more. Many scholars note that once we learn the lofty lessons
of the Ten Commandments, we are to put those lessons to practical use in our
daily lives, as noted in the chapters which follow in the Book of Exodus.
In addition to the teachings I noted a
moment ago, in this week’s reading we also find, for the first of many times in
the Jewish Bible, the injunction ‘You shall not wrong or oppress a stranger,
for you were strangers in the land of Egypt.’ Both ancient and modern
commentators remind us that we know what it feels like to be a stranger — to be
other than the majority — and the remembrance of these feelings must guide us
in our interactions with everyone whom we encounter.
To our representatives, I urge you to
always be cognizant of the people you represent, whether they are like you or
not, whether they believe as you do or not, as you make decisions that impact
all of us.
May all of you here today —
legislators, aides, and all who work on behalf of the residents of the state of
Michigan — be blessed with all of the things which Michigan’s residents want
and deserve: good health, happiness, love of family and friends, and peace —
peace within yourselves, peace within your homes, peace in our communities, and
peace in our world.

A resolution to declare February
2020 as American Heart Month and February 19, 2020, as Go Red for Women Day in
the state of Michigan.
Whereas, Cardiovascular diseases
are the number one killer of women in the U.S.; and
Whereas, About 80 percent of
cardiovascular diseases may be preventable; and
Whereas, Some risk factors such
as blood pressure, smoking, cholesterol, and lack of regular physical activity
can be controlled; and
Whereas, The American Heart
Association’s Go Red for Women movement motivates women to learn about their
family history and to meet with a healthcare provider to determine their risk
for cardiovascular diseases and stroke; and
Whereas, Go Red for Women
encourages women to take control of their heart health by knowing five numbers
that can be life changing: total cholesterol, HDL (good) cholesterol, blood
pressure, blood sugar, and body mass index (BMI); and
Whereas, The American Heart
Association is celebrating February 2020 as American Heart Month and promoting
education and awareness by encouraging citizens to learn the warning signs of a
heart attack and stroke; now, therefore, be it
Resolved by the House of
Representatives, That the members of this legislative body declare February
2020 as American Heart Month and February 19, 2020, as Go Red for Women Day in
the state of Michigan; and be it further
Resolved, That we recognize the
importance of the ongoing fight against heart disease and stroke and we urge
all citizens to show their support for women and the fight against heart
disease by commemorating this day by wearing the color red; and be it further
Resolved, That by increasing
awareness, speaking out about heart disease, and empowering women to reduce
their risk for cardiovascular disease and stroke, we can save thousands of
lives each year.

America, Inc., is a national organization of mothers whose sons and daughters
serve honorably in the nation’s armed forces; and
Whereas, Blue Star Mothers of
America, Inc., was founded in Flint, Michigan in 1942; and
Whereas, The purposes and
activities of Blue Star Mothers of America, Inc., include all of the following:
perpetuating the memory of the men and women who have served our country as
members of the armed forces, welcoming home returning veterans, visiting
wounded veterans in hospitals and rehabilitation centers, assisting in veterans
ceremonies; attending patriotic rallies and meetings, maintaining true
allegiance to the government of the United States, upholding the American
institutions of freedom, justice, and equal rights, caring for the unsupported
mothers who gave their sons and daughters to the service of the nation, and
providing moral support for members; now, therefore, be it

act to revise, consolidate, and codify the laws relating to criminal procedure
and to define the jurisdiction, powers, and duties of courts, judges, and other
officers of the court under the provisions of this act; to provide laws
relative to the rights of persons accused of criminal offenses and ordinance
violations; to provide for the arrest of persons charged with or suspected of
criminal offenses and ordinance violations; to provide for bail of persons
arrested for or accused of criminal offenses and ordinance violations; to
provide for the examination of persons accused of criminal offenses; to
regulate the procedure relative to grand juries, indictments, informations, and
proceedings before trial; to provide for trials of persons complained of or indicted
for criminal offenses and ordinance violations and to provide for the procedure
in those trials; to provide for judgments and sentences of persons convicted of
criminal offenses and ordinance violations; to establish a sentencing
commission and to prescribe its powers and duties; to provide for procedure
relating to new trials and appeals in criminal and ordinance violation cases;
to provide a uniform system of probation throughout this state and the
appointment of probation officers; to prescribe the powers, duties, and
compensation of probation officers; to provide penalties for the violation of
the duties of probation officers; to provide for procedure governing
proceedings to prevent crime and proceedings for the discovery of crime; to
provide for fees of officers, witnesses, and others in criminal and ordinance
violation cases; to set forth miscellaneous provisions as to criminal procedure
in certain cases; to provide penalties for the violation of certain provisions
of this act; and to repeal all acts and parts of acts inconsistent with or
contravening any of the provisions of this act,”

are responsible for canvassing the boards, and this portion of the bill does
not maintain the integrity of the election by allowing the county to be a part
of the absent voter counting board.”

Explanation of “No” Votes
Rep. Hope, having reserved the
right to explain her protesting against the passage of House Bill Nos. 4274 and 4275, made the following statement:
“Mr. Speaker and members of the
House:
I support the idea of providing
more options for individuals in developing their retirement plans, but House
Bills 4274-5 in their current form are not the answer. In moving away from
pensions, the State shifted the risk to its employees. Thus, it is our
responsibility as legislators to ensure the options we are providing to our
retirees mitigate their risk. While HB 4274-5 would provide a new annuity
option to state employees and public schools teachers, it does not require a
financial rating high enough to ensure that the annuity-issuing companies will
be able to endure an economic downturn. Until this issue is resolved, I cannot
support these bills; the risk to retirees is too great, and the State would be
responsible in part for the retirees’ potential losses. I support giving
workers more options in their retirement plans, but as an employer, the choices
we offer must be safe.”
