Pastor Jason Jackson, Pastor of Brookside Missionary Baptist Church in Shelby Township, offered the following invocation:

 

“O gracious Father and God of our Nation, as the triune Godhead, You alone are God. You created everything, and by Your providence we stand here today.

We thank You we can pray to You as an official part of our governmental process. Let this be a great proof that a separation of church and state does not mean separation of God from government. As George Washington said, we cannot rightly govern without God and the Bible.

So Lord we pray to You, the God of the Bible.

We pray that You will lead and guide the members of this house. Like all powers that be, they are ordained by Your greater power. Keep them in remembrance that they are set under Your authority and that as Your servants they have the duty to seek biblical answers to the issues facing Michigan today. Let them not do what is right in their own eyes, but only what they are certain is right in Yours.

Lord, Deliver us from those who would oppose Your will, and turn even them to follow it.

Forgive us for where we have sinned.

But Lord, Holdback that forgiveness except we repent.

Thank you for the many ways You have blessed Michigan, greatest of which was providing the way of salvation. Your Word tells us that ‘The wages of sin is death, but the gift of God is eternal life through Jesus Christ our Lord.’

So above all our other requests today, we plead that if any of these Representatives are still lost in their sin they will receive Christ’s sacrifice as the total payment for their sin dept and that they will trust in Christ as their Lord and God who has risen from the dead and lives that they may have eternal life also.

Father, You alone have the power to answer this prayer.

This is Your State.

And so we yield this floor to You. Please come and govern us.

We pray all of this in the name above all names; the precious name of Jesus, Amen.”

Senate Bill No. 152, entitled

A bill to make, supplement, and adjust appropriations for various state departments and agencies for the fiscal year ending September 30, 2020; and to provide for the expenditure of the appropriations.

The Senate has amended the House substitute (H-2) as follows:

1.  Amend page 18, following line 28, by inserting:

Sec. 203. If the state administrative board, acting under section 3 of 1921 PA 2, MCL 17.3, transfers funds from an amount appropriated under this act, the legislature may, by a concurrent resolution adopted by a majority of the members elected to and serving in each house, inter-transfer funds within this act for the particular department, board, commission, officer, or institution.”.

The Senate has concurred in the House substitute (H-2) as amended and ordered that the bill be given immediate effect.

A bill to amend 1921 PA 2, entitled “An act to promote the efficiency of the government of the state, to create a state administrative board, to define the powers and duties thereof, to provide for the transfer to said board of powers and duties now vested by law in other boards, commissions, departments and officers of the state, and for the abolishing of certain of the boards, commissions, departments and offices, whose powers and duties are hereby transferred,” by amending section 3 (MCL 17.3).

House Resolution No. 204.

A resolution to urge the Congress of the United States to enact legislation to add bottled water to the list of WIC-eligible foods.

Whereas, The federal Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) provides supplemental foods and nutrition education for low-income women who are pregnant or post-partum, infants, and children up to age five who are at nutritional risk; and

Whereas, Access to safe drinking water remains a concern for many communities across Michigan and the entire United States. Lead from aging water infrastructure and per- and polyfluoroalkyl substances (PFAS) from firefighting and manufacturing are only a few of the many contaminants of concern that can be found in drinking water; and

Whereas, The WIC population is particularly vulnerable to the negative impacts of contaminated water. During pregnancy and early childhood, even low levels of exposure to drinking water contaminants, such as lead, can have long-term impacts on brain development; and

Whereas, Federal law establishes the minimum requirements that states must follow to develop WIC food packages, but bottled water may not currently be purchased with WIC benefits. Allowing the purchase of bottled water with WIC benefits would ensure a clean, healthy source of water for WIC participants; now, therefore, be it

Resolved by the House of Representatives, That we urge the Congress of the United States to enact legislation to add bottled water to the list of WIC-eligible foods; and be it further

Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

The resolution was referred to the Committee on Families, Children, and Seniors.

A bill to amend 1951 PA 51, entitled “An act to provide for the classification of all public roads, streets, and highways in this state, and for the revision of that classification and for additions to and deletions from each classification; to set up and establish the Michigan transportation fund; to provide for the deposits in the Michigan transportation fund of specific taxes on motor vehicles and motor vehicle fuels; to provide for the allocation of funds from the Michigan transportation fund and the use and administration of the fund for transportation purposes; to promote safe and efficient travel for motor vehicle drivers, bicyclists, pedestrians, and other legal users of roads, streets, and highways; to set up and establish the truck safety fund; to provide for the allocation of funds from the truck safety fund and administration of the fund for truck safety purposes; to set up and establish the Michigan truck safety commission; to establish certain standards for road contracts for certain businesses; to provide for the continuing review of transportation needs within the state; to authorize the state transportation commission, counties, cities, and villages to borrow money, issue bonds, and make pledges of funds for transportation purposes; to authorize counties to advance funds for the payment of deficiencies necessary for the payment of bonds issued under this act; to provide for the limitations, payment, retirement, and security of the bonds and pledges; to provide for appropriations and tax levies by counties and townships for county roads; to authorize contributions by townships for county roads; to provide for the establishment and administration of the state trunk line fund, local bridge fund, comprehensive transportation fund, and certain other funds; to provide for the deposits in the state trunk line fund, critical bridge fund, comprehensive transportation fund, and certain other funds of money raised by specific taxes and fees; to provide for definitions of public transportation functions and criteria; to define the purposes for which Michigan transportation funds may be allocated; to provide for Michigan transportation fund grants; to provide for review and approval of transportation programs; to provide for submission of annual legislative requests and reports; to provide for the establishment and functions of certain advisory entities; to provide for conditions for grants; to provide for the issuance of bonds and notes for transportation purposes; to provide for the powers and duties of certain state and local agencies and officials; to provide for the making of loans for transportation purposes by the state transportation department and for the receipt and repayment by local units and agencies of those loans from certain specified sources; and to repeal acts and parts of acts,” by amending section 11c (MCL 247.661c), as amended by 2015 PA 182.
