Rev. Kara Hildebrandt, Pastor of Lincoln Park Presbyterian Church in Lincoln Park, offered the following invocation:

 

“Creator of all that is good and just, we are grateful for this day to be able to come together, to make decisions, to engage in work for the residents of the state of Michigan. Bless those who hold office in the government and specifically those working in the House of Representatives this day.

May they do their work in a spirit of wisdom, kindness, and justice. May all their conversations, their decisions, their interactions be ones that are guided by a desire to serve faithfully in furthering the general welfare of the state. Give them the strength and patience while they do the difficult work of discerning, compromising, and enacting legislation. May respect be shown and relationships formed even in the midst of disagreements. May the decisions made in this place bring about a greater sense of community and care for each other. Bless the work carried out today, may the laws be fair and policies kept so that all lives are enriched.

Creator of Wisdom, may we all in our daily lives be made acutely aware of the needs that surround us and be given the courage to address them with innovation and tenacity so that Michigan is transformed into a place that speaks well of humanity at its best. May blessings of peace, compassion, integrity, creativity, and justice be poured out on our state this day and every day after. Amen.”

 

 

Motions and Resolutions

 

 

Reps. Whiteford, Crawford, Glenn, Love, Manoogian, Sneller, Warren and Whitsett offered the following resolution:

House Resolution No. 30.

A resolution to declare February 24-March 2, 2019, as Family Medicine Week in the state of Michigan.

Whereas, Michigan’s family physicians have historically demonstrated their dedication to the health and well-being of this state’s citizens by emphasizing the family and providing care to all patients; and

Whereas, Family physicians have studied for a minimum of seven years from medical school through residency and have received specialized training to provide primary care and medical treatment for the families of this state; and

Whereas, This care is based on knowledge of the whole person in the context of the family and the community, and is not limited by age, sex, race, religion, or type of health problem; and

Whereas, Michigan’s Family Medicine practices provide high quality care, and reduce costs to the health care system through leadership, collaboration and innovation; and

Whereas, Family physicians play a crucial role in ensuring the optimal health of families across the state; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare February 24-March 2, 2019, as Family Medicine Week in the state of Michigan. We support a robust, primary-care based health care system and recognize the key role family physicians play in making Michigan healthy; and be it further

Resolved, That copies of this resolution be transmitted to the Michigan Academy of Family Physicians and the Michigan Association of Osteopathic Family Physicians with our highest esteem.

The question being on the adoption of the resolution,

The resolution was adopted.

Second Reading of Bills

 

 

House Bill No. 4001, entitled

A bill to amend 1978 PA 368, entitled “Public health code,” by amending section 7521 (MCL 333.7521), as amended by 2015 PA 154, and by adding section 7521a.

Was read a second time, and the question being on the adoption of the proposed substitute (H-2) previously recommended by the Committee on Judiciary,

The substitute (H-2) was adopted, a majority of the members serving voting therefor.

Rep. Wendzel moved to amend the bill as follows:

1. Amend page 2, line 25, by striking out “PENDING ON, OR”.

The motion prevailed and the amendment was adopted, a majority of the members serving voting therefor.

Rep. Cole moved that the bill be placed on the order of Third Reading of Bills.

The motion prevailed.

 

 

House Bill No. 4002, entitled

A bill to amend 1978 PA 368, entitled “Public health code,” by amending section 7523 (MCL 333.7523), as amended by 2016 PA 418, and by adding section 7523a.

Was read a second time, and the question being on the adoption of the proposed substitute (H-3) previously recommended by the Committee on Judiciary,

The substitute (H-3) was adopted, a majority of the members serving voting therefor.

 

Rep. Brixie moved to amend the bill as follows:

1. Amend page 1, line 1, after “(1)” by striking out “If” and inserting “SUBJECT TO SECTION 7521A, IF”.

The motion prevailed and the amendment was adopted, a majority of the members serving voting therefor.

Rep. LaGrand moved that the bill be placed on the order of Third Reading of Bills.

The motion prevailed.

 

 

House Bill No. 4061, entitled

A bill to amend 2001 PA 142, entitled “Michigan memorial highway act,” (MCL 250.1001 to 250.2080) by adding section 21a.

Was read a second time, and the question being on the adoption of the proposed substitute (H-1) previously recommended by the Committee on Ways and Means,

The substitute (H-1) was adopted, a majority of the members serving voting therefor.

Rep. Yaroch moved that the bill be placed on the order of Third Reading of Bills.

The motion prevailed.

House Bill No. 4267, entitled

A bill to amend 1994 PA 451, entitled “Natural resources and environmental protection act,” by amending section 35317 (MCL 324.35317), as amended by 2012 PA 297.

The bill was read a first time by its title and referred to the Committee on Natural Resources and Outdoor Recreation.
