“Our Father Who art in Heaven may we never take for granted that we are able to enter into Your presence. Knowing that we may turn to You at any time and ask for a wisdom from above, we want to thank You for the great honor of entering this chamber, not only for me but for those who have been selected and elected to serve.
With any new venture there is a large amount of uncertainty, a fear of the unknown. Whether it be a first term, or the first days of a new session, the excitement of new possibilities can invigorate our efforts. Help all to recall that excitement. For some this is one of the first days to serve; may they remember these days before routine can douse enthusiasm. For those who are better acquainted with the routine of service, may they recall those first days.
We pray for those in authority over us that it may go well for them. For when things fare well for our leaders, it is well for the people whom they govern. You give wisdom to those who seek, peace to those who desire and guidance to those who ask, for every good and perfect thing comes from above.
We thank You for Your eternal presence. A source of wisdom and guidance beyond our own experience, education and efforts. We stand when we are united and fall when divided. With such a diversity of experience and background, though we may start from different points, each has one goal in mind; the welfare and well-being of the citizens of this Great State. Truly this goal can help us to accomplish greater things than we could have ever hoped for or imagined.
For all these things, we humbly ask and pray. Amen.”

Motions and Resolutions
Rep. Chatfield offered the following resolution:
House Resolution No. 8.
A resolution to create the House Select Committee on Reducing Car Insurance Rates.
Whereas, Michigan residents pay the highest car insurance rates in the country; and
Whereas, Michigan’s highest-in-the-nation car insurance rates harm our state’s workers and families and restrict growth and prosperity; and
Whereas, Michigan residents demand a comprehensive, lasting solution to reduce car insurance rates; now, therefore, be it
Resolved by the House of Representatives, That the House Select Committee on Reducing Car Insurance Rates is created. The select committee shall consist of nine members appointed by the Speaker of the House, five members from the House Republican Caucus and four members from the House Democratic Caucus. The Speaker of the House shall designate the chairperson and vice chairperson of the select committee; and be it further
Resolved, That the select committee shall consider legislation to reform our car insurance system and reduce rates for Michigan residents. The select committee may favorably report any bill back to the House.

A bill to amend 1897 PA 230, entitled “An act to provide for the formation of corporations for the purpose of owning, maintaining and improving lands and other property kept for the purposes of summer resorts or for ornament, recreation or amusement, and to repeal all laws or parts of laws in conflict herewith; and to impose certain duties on the department of commerce,” (MCL 455.1 to 455.24) by adding section 19.

A bill to provide for licensing of adult residential psychiatric programs; to allow for psychiatric services to be provided in residential facilities; to provide for the powers and duties of certain state departments and agencies; to prescribe certain fees; and to provide for penalties and remedies.

A bill to amend 2014 PA 462, entitled “An act to allow peace officers to carry and administer opioid antagonists in certain circumstances; to provide access to opioid antagonists by law enforcement agencies and peace officers; and to limit the civil and criminal liability of law enforcement agencies and peace officers for the possession, distribution, and use of opioid antagonists under certain circumstances,” by amending section 1 (MCL 28.541).
