Sec. 201. Pursuant to section 30 of article IX of the state constitution of 1963, total state spending from state sources under part 1 for the fiscal year ending September 30, 2020 is $0.00 and total state spending from state sources to be paid to local units of government is $0.00.
Sec. 202. The appropriations made and expenditures authorized under this act and the departments, commissions, boards, offices, and programs for which appropriations are made under this act are subject to the management and budget act, 1984 PA 431, MCL 18.1101 to 18.1594.
DEPARTMENT OF Health and Human Services
Sec. 301. (1) From the funds appropriated in part 1 for implementation of recommendations of the Michigan coronavirus task force on racial disparities, the department of health and human services shall allocate $300,000,000.00 to implement recommendations of the Michigan coronavirus task force on racial disparities established under Executive Order No. 2020-55 and to address racial disparities in the impact of COVID-19. The

department shall distribute these funds to a COVID-19 relief fund established and administered by a nonprofit organization to provide emergency support to African-American communities that have been disproportionately affected by the respiratory virus coronavirus-19 (COVID-19). If a COVID-19 relief fund described in this subsection does not exist, the department shall name a fiduciary agent and may authorize the fiduciary to expend funds to accomplish the purposes described in this section until a COVID-19 relief fund described in this subsection is established.
(2) The funds distributed under subsection (1) must be used to prioritize projects and efforts to reduce the risk of COVID-19 within African-American communities in this state, including, but not limited to, all of the following:
(a) Addressing and reducing comorbidities to COVID-19, including, but not limited to, diabetes, high blood pressure, and obesity.
(b) Targeting unemployment and underemployment through workforce development that focuses on eliminating barriers to stable employment and providing a sustainable living wage.
(c) Providing small business development to African-American-owned businesses through the use of grants and other financing.
