A bill to amend 1984 PA 431, entitled

"The management and budget act,"

(MCL 18.1101 to 18.1594) by adding section 449.

the people of the state of michigan enact:

Sec. 449. (1) The department shall issue directives requiring each state agency that investigates, inspects, or otherwise monitors small businesses in this state, as determined by the director, to create a small business liaison within that state agency.

(2) Each small business liaison shall be an expert on small business issues and do all of the following:

(a) Act as a small business resource and assist small businesses with any interactions with that state agency.

(b) Facilitate interactions with other state agencies that may be beneficial to the small business.

(c) Act as point person and be primarily accountable for that department or state agency to address all small business concerns and issues.

(d) Have the depth of knowledge and experience across government to serve as the information and communication representative for that department or state agency and the ability to provide guidance and assistance to small businesses.

(e) Be empowered to provide accurate, neutral, and reliable information to small businesses while also balancing the needs of the industry with the needs of state government to perform their statutory roles and responsibilities.
