CONTENT

The bill would amend the State Administrative Board Act to specify that, if a transfer of appropriations made by the State Administrative Board otherwise could be made through the transfer process under Section 393 of the Management and Budget Act, the Board could carry out the transfer only if both of the following requirements were met:

--    The State Budget Director first requested the approval of the transfer through the transfer process under Section 393 of the Management and Budget Act, or, in the case of an administrative transfer, gave notice to the Senate and House Appropriations Committees.

--    The Appropriations Committees had not approved the request by the earlier of the following dates: six session days after the transfer request was made, or 30 calendar days since the first session day after the request was made.

The bill would define "session day" as a day on which both the Senate and House of Representatives convene in session.
