The bill would amend the Michigan Memorial Highway Act to designate the portion of Highway M-52 in Shiawassee County that extended from the southern city limit of the city of Owosso to the northern city limit of the City of Perry as the "Michigan Desert Storm Veterans Memorial Highway".

Proposed MCL 250.1092

BACKGROUND

On January 17, 1991, the United States began Operation Desert Storm in response to Iraq's invasion of Kuwait. Operation Desert Storm evolved from Operation Desert Shield and lasted 42 days, until February 28, 1991, when President George H.W. Bush declared a cease-fire. Between both Operations, which comprised the Gulf War, approximately 697,000 United States troops took part, including over 500,000 troops placed in Saudi Arabia in case of an Iraqi attack in the country. According to the United States Department of Defense, 299 US troops lost their lives during the operation.

Throughout the Gulf War, the Michigan National Guard deployed approximately 1,638 members. The following Michigan National Guard Units participated during the Gulf War:

 --    1009th Transportation Detachment, Lansing

--    460th Service and Support Company, Midland

 --    1461st Transportation Company, Jackson

 --    1073rd Maintenance Company, Greenville

 --    1439th Engineer Detachment, Grayling

 --    1440th Engineer Detachment, Grayling

--    Headquarters, 146th MP Battalion, Owosso

FISCAL IMPACT

The bill would have no fiscal impact on State or local government. The Act specifies that the Department of Transportation may provide for the erection and maintenance of markers designating the name of a highway only when sufficient private funds are available to cover the costs of erecting and maintaining those markers. As such, private funds would cover the cost of the renaming, and no State funds would be used.
