CONTENT

The supplemental would provide appropriations for fiscal year (FY) 2019-20 to cover Federally funded $300 per week unemployment benefits payments, reinstate previously vetoed funding for the Brandon Road Lock and Dam, and provide aid to areas in Michigan affected by flooding. The supplemental includes line-item appropriations of $2.9 billion Gross and $9.0 million in General Fund/General Purpose (GF/GP) funding. Table 1 summarizes the appropriations in the supplemental.

FISCAL IMPACT

The bill provides line-item appropriations of $2.9 billion, with the vast majority of the funding being Federal support for $300 per week unemployment payments for the months of August and September 2020 and unemployment administrative costs. Table 2 summarizes the details of the appropriations in the supplemental. The bill includes money to cover costs related to the May flood in Gladwin and Midland Counties, flooding in Detroit, and reinstatement of the Brandon Road Lock and Dam funding that was vetoed from Enrolled Senate Bill 151.

FY 2019-20 BOILERPLATE LANGUAGE SECTIONS-PART 2

Sec. 201. General. Records amount of total State spending and payments to local units of government.

Sec. 202. General. Subjects appropriations and expenditures in the article to the provisions of the Management and Budget Act.

Sec. 203. General. Directs that, if the State Administrative Board transfers funds appropriated in the Act, the Legislature may, by concurrent resolution requiring a majority vote in each chamber, transfer funds within a particular department, board, commission, officer, or institution.

Sec. 301. Labor and Economic Opportunity. Allows Federal funds awarded to the Unemployment Insurance Agency to be appropriated and made available for administrative costs of the Agency. Requires the Department of Labor and Economic Opportunity (LEO) to notify the State Budget Director and the Legislature about each grant awarded to the State.

Sec. 302. Labor and Economic Opportunity. Allows Federal funds awarded to the Federal Lost Wages Assistance Program to be appropriated and made available for unemployment benefits payments to eligible individuals as well as staffing and other expenses related to operation of the program. Requires LEO to notify the State Budget Director and the Legislature about each grant awarded to the State.

Sec. 303. Labor and Economic Opportunity. Designates funding in part 1 for the administration of the lost wages assistance program as a work project with an expiration date of September 30, 2021.

Sec. 305. Labor and Economic Opportunity. Designates funding in part 1 for the Unemployment Insurance Agency as a work project with an expiration date of September 30, 2021.

Sec. 401. Natural Resources. Directs that interest and earnings from the Michigan Infrastructure Fund be appropriated and permits the funding to be spent on the Brandon Road Lock and Dam to help prevent invasive species from reaching the Great Lakes.

Sec. 501. Treasury. (1) Allocates $2.0 million to Midland County to cover cleanup costs related to the May 2020 flood. (2) Allocates $500,000 to Gladwin County to cover cleanup costs related to the May 2020 flood. (3) Allocates $1.0 million to the Village of Sanford to cover cleanup costs related to the May 2020 flood. (4) Allocates $2.5 million to the Four Lakes Task Force to cover cleanup costs related to the May 2020 flood. (5) Allocates $3.0 million to the city of Detroit to cover flood response and mitigation costs.
