CONTENT

 

The supplemental would provide fiscal year (FY) 2019-20 appropriations for the Department of State Police (MSP) to restore Governor Whitmer's veto of funding for the Secondary Road Patrol Program, including a grant program and associated training funds. Funding was included in Enrolled Senate Bill 147, the FY 2019-20 MSP budget, but the funding and the associated boilerplate language was vetoed by the Governor.

 

The amount vetoed was $13,074,300 Gross and $2,000,800 General Fund/General Purpose (GF/GP) for the Secondary Road Patrol Program grant line item and $654,500 Restricted, for the Training Only to Local Units line item. The supplemental would restore that funding and boilerplate reporting language.

 

FISCAL IMPACT

 

The bill would provide $13,074,300 Gross and $2,000,800 GF/GP for the Secondary Road Patrol Program grant line item and $654,500 Restricted, for the Training Only to Local Units line item. It would allow for continued law enforcement training activity and provide for $10.5 million in grants to county sheriff's departments in FY 2019-20 (by formula under the program's enabling legislation, Public Act 416 of 1978) to provide support for the patrol of secondary roads in the State. As an example, the grant program would provide the Wayne County Sheriff's Department with $1,512,735 and the Oakland County Sheriff's Department with $888,195 for FY 2019-20.

Sec. 301. Department of State Police. Describes the purpose of Secondary Road Patrol Grants Program and requires a comprehensive report by MSP's Office of Highway Safety that would include the number of traffic civil infractions written under both State and local ordinances that require an assessment which supports the Secondary Road Patrol Program, and a detailed accounting the number of citations, misdemeanors and felonies written under both ordinances for various violations of the Michigan Vehicle Code.
