The bills would have created the Michigan first-time home-buyers savings program along with an accompanying income tax deduction for money deposited into eligible accounts.
The bills are contrary to the goal of a simple, fair, and efficient tax code with limited deductions or credits. While promoting home ownership is a laudable objective, I do not generally support using the tax code to incentivize taxpayer behavior because it favors some taxpayers over others, and does not provide transparency of government expenditures.
I appreciate the fact that over the eight years in which I was governor, my Administration worked closely with our legislative partners to craft sound public policy. However, I do not believe that this particular legislation reflects the priorities I have worked towards, and therefore, I am returning Senate Bills 511 and 512 to you today without my approval.

DELAY EFFECTIVE DATE AND PROVIDE FOR ENFORCEMENT

Today I vetoed Enrolled Senate Bill 660. The bill would have amended the Animal Industry Act to delay from 2020 to 2025 the implementation of enclosure size standards for egg-laying hens and to prohibit the sale of all shell eggs in Michigan after 2025 unless laying hens are housed in enclosures compliant with those standards. I recognize the critical agricultural and public health needs for safe animal housing and production standards. However, the present bill does not sufficiently connect sound science with diminished animal welfare and negative effects on public health.
The body of research into hen health and egg safety does not provide a clear indication that any one type of hen housing impacts egg safety more than another. A coalition comprised of leading animal welfare scientists, academic institutions, non-governmental organizations, egg suppliers, and food service companies found that there are positive and negative impacts with each of the hen housing systems. For egg safety, the research demonstrated that hens in all housing systems were shedding salmonella at a similar rate and that the prevalence of salmonella on egg shells was very low and did not differ between housing systems.
The proposed mandate that all shell eggs sold in Michigan be produced under systems compliant with Michigan law appears to be intended to protect Michigan shell egg producers from being undercut by competition in the future. Establishing housing and production standards for non-Michigan firms selling eggs in Michigan under the pretext that traditional housing for laying hens leads to increased exposures to unsafe pathogens is incorrect.
Accordingly, I am returning this bill without signature as it would set a inappropriate precedent for the future of animal agriculture in Michigan.

Senate Bill 728 would redefine “credit card arrangement” to mean an unsecured loan or extension of credit made to the holder of a credit card or charge card for a personal, family, or household purpose and is accessed via that card. During the waning days of session, an amendment to the bill made that definition retroactive more than 30 years. Such a change could subject the State to legal challenge concerning how the Department of Insurance and Financial Services has administered this Act for over three decades.
Accordingly, I am vetoing Senate Bill 728.

HIGHWAYS; SIGNS; REVISIONS TO HIGHWAY ADVERTISING ACT
December 27, 2018
I am returning Enrolled Senate Bill 964 to you without signature. SB 964 amends the Highway Advertising Act of 1972, which regulates highway advertising in our state. It is our duty to protect and preserve the beauty of our great state, balancing advertising availability with natural scenery.
The bill would delete provisions that were included in a 2014 revision of the Act dealing primarily with new regulation of digital billboards. That language provided for a narrow window for billboard companies to convert nonstandard signs to meet spacing requirements. The proposed removal will increase the number of digital billboards within an already crowded space.
Senate Bill 964 also amends the Act related to MDOT licensure and approval of signs where there is substantial vegetation creating limited sightlines. Prior to changing the law here, additional public discussion and input should be solicited.
Lastly, provisions under this bill would create uncertainty in administration for permit holders in areas where construction projects have closed portions of the highway, including a lack of clarity on the definition of a closure, when and how to move a sign under those circumstances, and how a fee would be assessed in that situation.
For these reasons, I return to you unsigned Senate Bill 964.

December 27, 2018
Today I vetoed Enrolled Senate Bill 985. The bill would have amended 1956 PA 218, the Insurance Code of 1956, to exclude from the Code a broad array of services provided by automobile clubs.
The Code presently prohibits a person from acting as an insurer, and prohibits an insurer from issuing a policy or transacting insurance in Michigan unless authorized to do so by a certificate granted by the Department of Insurance and Financial Services. Enrolled Senate Bill 985 would allow automobile clubs to provide an array of services, including “insurance service” and “financial service” without any oversight by the Department of Insurance and Financial Services.
With that in mind, I have vetoed Enrolled Senate Bill 985.
