Lord, thank You for this day that You have given us, and thank You for all of the blessings that You have put in this world to make this a great day. Lord, please allow us to do Your will today. Please instill us with Your will. Make sure that we stay conscious of what Your will is as we move through this day and make policies for the state of Michigan.
Lord, give us the strength, the power, the courage, and the endurance to withstand and fight off all of the devil’s evil ways, so that we can do what’s best for Your people. Please give us as we pray for patience, we pray for understanding, we pray for compassion, and we pray for Your people as well. Lord, please just look at us and give us, and make sure that we do the righteous things; and make sure that we love one another every day, every hour, and every second. Even though we have differences, Lord, just put that in us so that we have compassion for all.
We ask all of these things in the name of Your Son, Jesus Christ. Amen.

Senate Resolution No. 171.
A resolution to recognize May 20-26, 2018, as Invisible Illness Awareness Week.
Whereas, An invisible illness is a chronic condition that is not easily observed by the general public and is often not readily detected by medical professionals; and
Whereas, Examples of invisible illnesses include lupus, fibromyalgia, interstitial cystitis, rheumatoid arthritis, vasculitis, Crohn’s disease, and Ehlers-Danlos syndrome, among others. These illnesses can be debilitating and prevent a person from performing traditional everyday activities; and
Whereas, Invisible illnesses aren’t easily identified. A person with an invisible illness may feel judged by others or feel as though others simply do not understand what they are going through. A person with a chronic condition may be dealing with exhaustion, constant aches or pains, dizziness, or cognitive impairments, and yet may appear to be completely healthy on the outside; and
Whereas, Nearly 1 in 2 Americans have a chronic medical condition of one kind or another; and
Whereas, Ninety-six percent of people with chronic medical conditions live with an ailment that is invisible, and about a quarter of them have some type of activity limitation, ranging from mild to severe; and
Whereas, The onset or duration of an invisible illness can negatively affect a person’s physical, emotional, economic, educational, and social well-being due to activity limitations; and
Whereas, There is a need for increased awareness about invisible illnesses to create a more accepting and understanding world for those who suffer; and
Whereas, The theme of this year’s Invisible Illness Awareness Week is “One Nation: Invisible, but Indivisible,” because of the widespread scope of the illnesses; and
Whereas, The purpose of Invisible Illness Awareness Week is to increase understanding of invisible illnesses among the general public and medical community, while reducing the stigma surrounding the illnesses in order to create an environment in which there is better care, earlier and more accurate diagnosis, and knowledge that invisible illness patients can lead a healthy life; and
Whereas, We join with the many individuals who are afflicted by these disorders and support increased awareness of invisible illnesses; now, therefore, be it
Resolved by the Senate, That the members of this legislative body recognize May 20-26, 2018, as Invisible Illness Awareness Week.
Pending the order that, under rule 3.204, the resolution be referred to the Committee on Government Operations,
Senator Kowall moved that the rule be suspended.

Senator Hertel’s statement is as follows:
Today, I rise in support of my resolution—Senate Resolution No. 171—to recognize May 20-26, 2018 as Invisible Illness Awareness Week.
There’s an old saying: “When you hear hoofbeats, think of horses not zebras.” The lesson here is that the likely explanation to a problem is usually the correct one. This is a lesson commonly taught to medical students to show that when treating patients, focus on the likely diagnosis—the horses—and ignore the unlikely—the zebras. The reality is that while they may be the exception to the rule, these unlikely cases—the zebras—do exist in the medical world. They are patients with difficult-to-diagnose, invisible, and, sometimes, rare conditions. Their daily struggles are often misunderstood and they are not always readily apparent to the outside observer. Even though they may seem perfectly healthy, those who live with invisible illnesses are often fighting a daily battle with exhaustion, pains, and ailments that we do not see.
One of these individuals is Katie Jaskolski. Katie grew up here in mid-Michigan and spent 15 years as a gymnast, including as a member of the Michigan State University gymnastics team during her freshman year. After getting sick in 2010 and spending months seeing more than 20 different doctors, Katie was eventually diagnosed with Ehlers-Danlos syndrome. She spent much of the next two years in pain, in a wheelchair, and unable to work her job as a teacher here in Lansing. Thankfully, with proper treatment and intensive rehabilitation, Katie has returned to her active life and made it her mission to now help raise awareness for these difficult and overlooked diseases.
Katie is the co-founder of the Life as a Zebra Foundation, an organization that educates, advocates, and secures funding for the prevention and treatment of various hard-to-diagnose invisible illnesses. This foundation does incredible work to support those who face invisible illnesses and to bring awareness to these conditions. There is a strength and visibility in numbers and I’m proud to stand in support of this organization that does so much to empower those who have chronic and invisible conditions.
I am joined today by Katie Jaskolski who is in the Gallery. She has joined me today in support of Invisible Illness Awareness Week in Michigan and to raise awareness for invisible illnesses. I ask you to help me welcome her to the Capitol and I ask for your support for my resolution.

Senator Bieda’s statement is as follows:
Colleagues, I rise today to speak on my amendment. I want to applaud my colleague on the other side of the aisle for taking this long overdue step to make our elections more inclusive. That’s why I’m introducing an amendment to tie-bar my bill, to allow same-day voter registration, to Senate Bill No. 1012.
While I agree that we need to create a more inclusive ballot and update our election law, which is what my colleague’s bill does, it’s also important that we update our existing voter registration system to create a more accessible and inclusive ballot booth. Same-day voter registration is a proven way to increase voter participation by an average of five percent, which would equate to about a quarter of a million more registered voters in Michigan, which is why I think these two bills should go hand-in-hand. My legislation would allow residents to register to vote and to cast a ballot during the same trips to the polls, simplifying the election process and essentially creating a one-stop shop for voters.
When someone starts a new job, the government doesn’t wait 30 days to start taking taxes out of their paycheck. Why do we need such a delay between somebody registering to vote and being able to cast the ballot? That’s taxation without representation.
With that, I’d urge my colleagues to support this amendment.

Senator Hertel’s statement is as follows:
Colleagues, I would like you all to join me in recognizing and thanking one of my staff members who will be leaving the Michigan Senate at the end of the week. Matt Black has been on my staff since I first ran for Senate. I would guess that many of you knew Matt before that. For one, he interned in Senator Bieda’s office, and two, he worked at various bars in town, and I know the likelihood that some of you might have seen him there. He worked at HopCat and Harrison Roadhouse.
Throughout his time working for me, Matt has shown time and time again his strong commitment to our team. Throughout his years on Team Hertel, Matt has taken a range of responsibilities and repeatedly demonstrated his willingness to go beyond expectations. In fact, if I can give any of you a piece of advice—if you’re looking for a spot in your office, hire a bartender. Matt is able to talk to almost anyone. He is used to having to do nine things at once. It really is a special skill that can really only be gained from working in the hospitality industry. He’s a problem solver. He has never once in my office ever said, “That’s not my job.” No matter what is thrown at Matt, he keeps a positive attitude and he doesn’t let his work falter. He has been invaluable in his work ethic and his commitment to our team.
Now when you have a team, every member has to have a special skill, and Matt is not without one. Matt has a tremendous amount of knowledge concerning any degenerate activity. For example, if you’re wondering why my office has worked on keeping bars open until 4:00 a.m., sports betting, online gaming, fantasy sports, and horse racing, it’s largely due to Matt. But he also has a tremendous amount of knowledge and has grown quite a bit on issues of health policy, and he will be missed in my office for that.
I’m happy to see him continue his professional growth and tackle new issues with the Michigan Academy of Family Physicians. Matt, you are a permanent member of Team Hertel and part of my family. I am proud to call you my friend. I look forward to what you will accomplish and I wish you the best of luck in this new chapter in life.
