Pastor Dan Burnum-Steggerda of Shelby Congregational United Church of Christ of Hart offered the following invocation:

Holy, holy holy, Lord God Almighty, God in three persons, blessed Trinity, we kneel before You as we lift this prayer to You.

In love, God, You create with justice and righteousness. Love incarnate, Jesus, You teach what justice and righteousness are. Presence of love, Holy Spirit, You inspire and You encourage justice and righteousness.

God, may You inspire these good people assembled here this morning with the mishpat and the tsedeqah—the justice and righteousness—of Your Old Testament prophets. They have answered Your call to service by responding as Isaiah did: “Here am I. Send me.” Continue, God, to lead them and guide them in the ways of Your justice and righteousness, Your mercy and peace, and, yes, Your love.

Jesus, may You inspire these good people assembled here this morning with compassion coupled with challenge, with discernment coupled with tolerance, and with accountability coupled with unconditional agape—love. Continue, Jesus, to call them, to lead them, and to remind them of their solemn oaths to serve people—people from all walks of life; people of all nationalities, races, religions, preferences, and economic levels; the people like those whom they serve.

Blessed Trinity, may You inspire these good people assembled here this morning with the confidence to do what they are called to do—what they are elected to do—to ensure that all Michiganders have the ability and access to justice and righteousness, the mercy and freedom, and the peace of love, that was given to us all at the inception of creation and has been fought for throughout the ages.

These are our prayers and hopes for today. May they be our realities forevermore. In the name of the Father, and of the Son, and of the Holy Spirit, we pray. Amen.

A bill to amend 1994 PA 451, entitled “Natural resources and environmental protection act,” by amending section 63207 (MCL 324.63207), as added by 2004 PA 449.

The House of Representatives has amended the bill as follows:

1. Amend page 5, line 9, by striking out all of subsection (7) and inserting:

(7) A PERMITTEE MAY SUBMIT TO THE DEPARTMENT A WRITTEN REQUEST TO RELOCATE, RECONFIGURE, OR MODIFY SHAFTS, TUNNELS, OR OTHER SUBSURFACE OPENINGS OR SURFACE FACILITIES, BUILDINGS, OR EQUIPMENT, OTHER THAN A TAILINGS BASIN OR A STOCKPILE, WITHOUT OBTAINING AN AMENDMENT TO THE PERMIT UNDER SUBSECTION (6). WITHIN 30 DAYS AFTER RECEIVING THE REQUEST, THE DEPARTMENT SHALL GRANT OR DENY THE REQUEST AND NOTIFY THE PERMITTEE IN WRITING OF THE DEPARTMENT’S DETERMINATION. SUBJECT TO SUBSECTION (6)(A)(ii), THE DEPARTMENT SHALL GRANT THE REQUEST IF ALL OF THE FOLLOWING APPLY:

(A) ANY PROPOSED RELOCATION, RECONFIGURATION, OR MODIFICATION OF SHAFTS, TUNNELS, OR OTHER SUBSURFACE OPENINGS WILL NOT RESULT IN SUBSIDENCE OR OTHER ADVERSE ENVIRONMENTAL IMPACTS. THE PERMITTEE’S REQUEST SHALL INCLUDE INFORMATION DEMONSTRATING THAT THE REQUIREMENTS OF THIS SUBDIVISION, IF APPLICABLE, ARE MET.

Whereas, United States Senator Lisa Murowski (R-Alaska) chaired a hearing on October 3, 2017 to discuss the current and emerging energy storage technologies, underscoring the growing need for building a stronger more resilient grid following the hurricanes that impacted Texas, Louisiana, Florida, Puerto Rico, and the U.S. Virgin Islands; and

Whereas, United States Senator Jeff Flake (R-Arizona) introduced Senate Bill 1455 on June 28, 2017 to amend the United States Energy Storage Act of 2007 in order to direct the Secretary of Energy to establish new goals for the Department of Energy relating to energy storage and to carry out certain demonstration projects related to energy storage; and

Whereas, On December 18, 2015, the United States Congress passed a provision in the Omnibus Appropriations Bill, extending the solar investment tax credit that includes energy storage paired with solar through 2021; and

Whereas, Several states, including California, Oregon, Maryland, Nevada, and Massachusetts have passed legislation encouraging the deployment of energy storage. North Carolina recently passed legislation on July 2, 2017 to study energy storage technology; and

Whereas, Public Act 342 of 2016 encourages “energy waste reduction” including load management to reduce provider cost, a policy that could potentially be augmented by energy storage technology; and

Whereas, It is critically important to Michigan’s electric market to understand how energy storage technologies may provide value to Michigan consumers based on factors including investment, value to the electric grid, impact on consumer rates and service quality, and factors related to deploying one or more of these technologies; and

Whereas, It is equally important to understand the feasibility of energy storage in Michigan, including services energy storage can provide that are not being performed currently, the economic potential or impact of energy storage deployment in Michigan, and the identification of existing policies and potential policy changes that may inform a statewide coordinated energy storage policy; now, therefore, be it
