Heavenly Father, we enter Your courts with praise. This is the day You have made. You are magnificent. You are worthy of all praise. You are all-powerful, all-knowing, and gracious. You truly are the hope of the world. As we approach Your throne, we are in awe of Your wisdom. We look to You to guide our thoughts and our words today. May they please You above all else. We confess that we need You.
Jehovah, You have blessed this wonderful state of Michigan with so much. You have given rich minerals, rich soil, beautiful forests, and fresh water that is beyond all the other places of the world. You have given so many people who are willing to serve their communities with brilliant minds. Truly, You have blessed us. Let us be found to be good stewards of the blessings You have given this state. Thank You Lord for all You give us.
We pray that our soldiers today would be blessed to have great strength and courage. Let Your hand of protection be upon them wherever they are called to serve. Show favor to our Governor today. Show Your favor to this honorable Senate. Father, we pray for the honorable judges of this state, that You would encourage and bless them today, and to all who serve under their leadership. Protect our police and our firefighters today. Jehovah Rapha, show Your mercy to those who are suffering. Bring healing to our sick, provide jobs for our people out of work, and bless our businesses. Turn those who would do evil towards our people away. Thwart their efforts, Father. Give us great wisdom.
Make Your face shine upon Michigan today and bless these United States of America. In the glorious Name of Jesus Christ, we pray. Amen.

Senator Kowall moved that the Senate resolve itself into the Committee of the Whole for consideration of the General Orders calendar.
The motion prevailed, and the President pro tempore, Senator Schuitmaker, designated Senator MacGregor as Chairperson.
After some time spent therein, the Committee arose; and the President, Lieutenant Governor Calley, having assumed the Chair, the Committee reported back to the Senate, favorably and without amendment, the following bills:
Senate Bill No. 102, entitled
A bill to authorize, facilitate, and regulate the acquisition and disposal of certain property and gifts of certain property by certain entities to community foundations; to validate all transfers made before the enactment of this act; and to repeal acts and parts of acts.
Senate Bill No. 152, entitled
A bill to amend 1976 PA 223, entitled “An act to create an agency concerned with crime victim services; to prescribe its powers and duties; to provide compensation to certain victims of crimes; to provide for the promulgation of rules; and to provide for penalties,” by amending section 5a (MCL 18.355a), as added by 2008 PA 391.
Senate Bill No. 153, entitled
A bill to amend 2008 PA 546, entitled “Sexual assault victims’ medical forensic intervention and treatment act,” by amending section 5 (MCL 400.1535).
Senate Bill No. 119, entitled
A bill to require the state administrative board to convey state-owned property in Marquette County; to prescribe conditions for the conveyance; to provide for powers and duties of state departments, agencies, and officers in regard to the property; and to provide for disposition of revenue derived from the conveyance.
The bills were placed on the order of Third Reading of Bills.

Senate Resolution No. 18.
A resolution commemorating March 2017 as Ethnic and Cultural Heritage Month.
Whereas, The culture of the people of the state of Michigan has continually been renewed and enriched by the many different individuals who have chosen to come to Michigan, become citizens, and call this state their home; and
Whereas, Each individual brings with them a part of his or her own heritage which over time integrates into one common heritage, leading us to become a united people; and
Whereas, A unified people with one common heritage, we represent the past, present and future traditions of our great state; and
Whereas, As united citizens, we celebrate Michigan’s heritage with pride and great esteem; now, therefore, be it
Resolved by the Senate, That we hereby commemorate March 2017 as Ethnic and Cultural Heritage Month in the state of Michigan; and be it further
Resolved, That a copy of this resolution be transmitted to Royal Oak resident Joan Larson, who originated this idea years ago, as a token of our highest esteem.
Pending the order that, under rule 3.204, the resolution be referred to the Committee on Government Operations,
Senator Kowall moved that the rule be suspended.

A bill to create the lawful internet gaming act; to impose requirements for persons to engage in internet gaming; to create the division of internet gaming; to provide for the powers and duties of the division of internet gaming and other state governmental officers and entities; to impose fees; to impose a tax on the conduct of licensed internet gaming; to create the internet gaming fund; to prohibit certain acts in relation to internet gaming and to prescribe penalties for those violations; to require the promulgation of rules; and to provide remedies.

Senator Schuitmaker’s statement is as follows:
We have had a lot of interns and there’s one that certainly has risen to the top. Her name is Jackie Guzman and she has just been a wonderful asset to our office in all that she has done. Let me just give you a couple of her accomplishments. She graduated from MSU in only two and a half years. She majored in arts and humanities and minored in French and economics. She’s always been passionate about reading and writing. In high school, she once read 220 books in a year and won a statewide writing competition. She also was a member of the policy debate team where she learned to read, research, and write about complex policy issues.
When she came to our office, we made sure to put her skills to use. Jackie was always willing to do whatever was asked of her. She did a lot of writing and research on topics important to the people of the 26th District. We were fortunate to have her. In addition to her many talents, Jackie is also a wonderful cook and she even has her own blog and a published cookbook that you can buy online called Jackie’s Delectable Delights.
She’s leaving us to work at the MSU Library and plans on attending law school. I asked her just now, “When you’re running the country, will you remember me,” and in her humble nature, she said yes. She’s joined with her parents up in the Gallery, Joseph and Ana Maria Guzman. Many of you know Joseph was up for President Trump’s Cabinet. We’re very fortunate to have them, and we’re so fortunate to have had Jackie in our office.
A moment of silence was observed in memory of Ron Savage, former reporter for Fox 2 in Detroit.
