I want to pray right now for every member of this distinguished body, and every staff member, that You would have Your gracious hand upon them. May You bless each of them, and give them strength and wisdom on this day and in the days to come as they make important decisions that affect our state. May they call out to You, Lord, and seek Your will. I ask that Your Holy Spirit would fill this room with wisdom and strength. We pray this in Jesus’ name, amen.”

Reps. Zemke, Ellison, Lasinski, Maturen and Wittenberg offered the following resolution:
House Resolution No. 317.
A resolution to declare April 22-28, 2018, as Venture Capital and Angel Investment Week in the state of Michigan.
Whereas, Michigan investors are trailblazers who are vital to building Michigan’s entrepreneurial community. Local investors are often the first to identify innovative companies emerging in the state and have the networks necessary to support their growth through deal-leadership and connections to potential out-of-state syndicate partners to help companies stay in Michigan rather than relocate to other areas where they may find greater funding sources; and
Whereas, Every $1 invested in a Michigan startup by a Michigan-based venture capital firm attracts $3.83 of investment from outside of Michigan. Entrepreneurs, powered by the capital, networks and support of Michigan investors, move Michigan forward by building high-growth, high-potential businesses. There are currently 134 venture-backed startups in Michigan. To ensure the state’s economic health in the long run, increasing capital availability for Michigan entrepreneurs remains a top priority; and
Whereas, According to the 2018 MVCA Research Report, approximately $627 million of additional venture capital will be required in the next two years to adequately fund the growth of Michigan’s 134 venture-backed startups. However, only $403 million of venture capital is available for existing portfolio companies backed by Michigan venture capitalists, highlighting a significant funding gap that is beginning to impact Michigan startups. To support the demand for capital from high-tech, high-growth companies launching in Michigan, local venture firms are targeting to raise $657 million in 2018; and
Whereas, With partners in state government, economic development organizations, higher education institutions, and institutional investors, venture capital and angel investment organizations are committed to funding the brilliance and talent that resides in Michigan entrepreneurs. They are driven to make Michigan the state where companies come to grow; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare April 22-28, 2018, as Venture Capital and Angel Investment Week in the state of Michigan.

House Resolution No. 318.
A resolution to declare May 1, 2018, as Law Day in the state of Michigan.
Whereas, Law Day is an occasion of public acknowledgement of our nation’s and Michigan’s heritage of justice, liberty, and equality under the law; and
Whereas, The American justice system is charged with upholding and protecting the rights, as well as the freedom and justice of all Americans; and
Whereas, Congress issued a joint resolution in 1961 declaring May 1 as Law Day, which is a national day to recognize and celebrate our justice system and the rule of law; and
Whereas, This year’s theme recognizes the importance of a system of government with distinct and independent branches-executive, legislative, and judicial; and
Whereas, The Law Day 2018 theme, “Separation of Powers: Framework for Freedom” reminds us that each branch serves as a check on the power of the other branches; and
Whereas, Hilarie Bass, President of the American Bar Association said, “The Constitutional structure of our three part government provides a framework for our freedom, preserving liberty and advancing our rights”; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare May 1, 2018, as Law Day in the state of Michigan. We urge acknowledgement of the importance of our legal and judicial systems with appropriate ceremonies and activities, and to display the flag of the United States and the state of Michigan in support of this educational observance; and be it further
Resolved, That the citizens, schools, businesses, media, religious institutions, civic, and service organizations of the state of Michigan are encouraged to use this occasion to commemorate Law Day.

Messages from the Senate
Senate Concurrent Resolution No. 33.
A concurrent resolution to commend the Five Healthy Towns Foundation on its efforts to cultivate personal and community health and wellness for residents in their service area within the state of Michigan.
Whereas, April is National Move More Month and nutrition is a strong focus of the Five Healthy Towns Foundation; and
Whereas, Healthy living, including good nutrition and an active lifestyle, prevents and delays chronic disease including diabetes, heart disease, some cancers, stroke, and others; and
Whereas, More Michigan residents smoke and our population is more obese than the national average, contributing up to 75% of the personal and financial cost of chronic diseases in Michigan; and
Whereas, Michigan spends more than $13 billion per year in unnecessary health care costs, much of which is related to smoking and obesity; and
Whereas, The state of Michigan and its Legislature are committed to the prevention of chronic disease; and
Whereas, In the Governor’s Health and Wellness Message, in September 2011, he stated, “Our vision is for Michiganders to be healthy, productive individuals, living in communities that support health and wellness, with ready access to an affordable, person-centered, and community-based system of care”; and
Whereas, Healthy living includes proper nutrition, regular physical activity, avoiding tobacco and other unhealthy substances, as well as a connection to a community; and
Whereas, Five Healthy Towns Foundation engages their community to facilitate healthy living by supporting and managing four Wellness Centers dedicated to health and wellness activities, education, prevention, and community edification; and
Whereas, Five Healthy Towns Foundation engages communities to support healthy living through grassroots coalitions to encourage healthy choices like eating better, moving more, avoiding tobacco and other unhealthy substances, and making healthy connections in their community; and
Whereas, Five Healthy Town Foundation engages with governmental and other state agencies and organizations to support healthy living including the Department of Natural Resources, Michigan Fitness Foundation, Michigan Health Endowment Fund, Department of Transportation, Michigan State University Extension, Department of Education, Healthy Kids Healthy Michigan, Michigan Farmer’s Market Association, and others to cultivate personal and community health and wellness; and
Whereas, The achievement of healthy living will significantly reduce the risk of developing chronic disease, reduce disability and the risk of premature death secondary to chronic disease, and reduce spending on healthcare; and
Whereas, Living healthy will improve the quality and satisfaction of the lives of Michigan’s citizens; now, therefore, be it
Resolved by the Senate, That we recognize the importance of healthy living and the importance it holds for residents of Michigan; and be it further
Resolved, That we commend the Five Healthy Towns Association on its efforts to ensure healthy living for residents of Michigan.
The Senate has adopted the concurrent resolution.
Reps. Lasinski and Maturen were named co‑sponsors of the concurrent resolution.
The concurrent resolution was referred to the Committee on Health Policy.
