“Almighty God,

Today we come before You and ask for Your hand of guidance and wisdom upon this room of legislators who represent the people of the state of Michigan. I thank You for them, and their service to us. May You bless them as they are Your servants for the common good. Your word tells us to ‘seek the welfare of the city where I have sent you… for in its welfare you will find your welfare’ (Jeremiah 29:7). So, today we come seeking Your blessing and favor upon our state.

May You bless this legislative body with understanding, wisdom, grace, and equity for every resident of our state. Would You cause peace and justice to flourish, prosperity to increase, and mercy to abound. May You use this body as means of grace to all who live in Michigan as they lead us. We ask this for Your great name and glory above all.

May Your Kingdom come, Your will be done, on earth as it is in heaven. For Yours is the Kingdom, the power, and the glory forever.

Rep. Geiss, having reserved the right to explain her protest against the passage of the bill, made the following statement:

“Mr. Speaker and members of the House:

While this bill, HB 5235 seeks to bring employers who pay monthly payroll in line with existing federal law regarding monthly payroll dates—and is admirable to that extent, it is missing the critical component of protecting the very employees who are on the receiving end of payroll.

That notwithstanding, today, I cast a ‘no vote’ on HB 5235 because it fails to require that employers making changes to their monthly payroll date give their employees prior notification in employee areas and in writing electronically or by post. This notification is necessary as pay issues are kitchen table issues. Many people in our state live paycheck to paycheck and that includes salaried, white-collar workers who make five and six figures. When we think of our constituents, who are not companies, but people—we need to keep in mind that when they do their household budgets, they are based upon pay periods.

Payment of household bills such as mortgages and rent, utilities, car payments, the various insurances we carry outside of what is payroll-deducted, groceries and so forth are often based upon when pay periods hit, especially for those who have direct-debt arrangements with the institutions with whom they do business. Advance notification would allow employees to have ample time to make arrangements with those institutions so that they are not adversely affected by this new law. It is unfortunate that this bill only helps companies and not the humans that work in them. It is clear that with bills like this, this body has forgotten for whom it works and their kitchen-table economic issues.”

A bill to promote the safety and security of rail fixed guideway public transportation systems operating within this state; to designate the office of rail within the state transportation department as the state safety oversight entity for this state; to provide for the powers and duties of the state safety oversight entity; and to provide for the enforcement of this act.
