House Resolution No. 195.

A resolution to declare November 14-20, 2017, as Transgender Awareness Week and November 20, 2017, as Transgender Day of Remembrance in the state of Michigan.

Whereas, Transgender Awareness Week is recognized across the United States as a week where individuals and organizations work to increase the visibility of the transgender and gender non-conforming population; and

Whereas, Transgender Awareness Week involves action by transgender people to educate and to advocate the people in their community concerning the prejudice, discrimination, and violence that transgender people face; and

Whereas, The 2015 U.S. Transgender Survey indicates that 30% of transgender Michigan residents are living in poverty. The same report states that 27% of transgender Michigan residents reported being fired, denied a promotion, or not hired for a job because of their gender identity or expression. The survey also cites that 26% of transgender Michigan residents experience housing discrimination, including being evicted or denied a home or apartment because of being transgender. The report also reveals that 15% of transgender Michigan residents reported being verbally harassed, one percent physically attacked, and one percent sexually assaulted when using a restroom; and

Whereas, The Gay, Lesbian and Straight Education Network (GLSEN) reports that 16.2% of transgender students endure physical assault because of gender expression and 32.5% experience physical harassment; and

Whereas, November 20, 2017, the last day of Transgender Awareness Week, is recognized throughout the United States as a day that honors the memory of those who lost their lives to anti-transgender violence in the past year; and

Whereas, Transgender Awareness Week creates an opportunity for the people of Michigan to celebrate the rich variation of persons in our state and to value their many contributions to our communities; and

Whereas, November 14-20, 2017, is recognized and celebrated as Transgender Awareness Week and November 20, 2017, is recognized and celebrated as Transgender Day of Remembrance throughout the country: now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare November 14-20, 2017, as Transgender Awareness Week and November 20, 2017, as Transgender Day of Remembrance in the state of Michigan. We pledge to continue our efforts in creating and maintaining a state that provides acceptance, equal opportunity, fair treatment, and human dignity for all people.

The resolution was referred to the Committee on Families, Children, and Seniors.

Rep. Yanez moved that the Committee on Insurance be discharged from further consideration of House Bill No. 5124.

1. Amend page 1, line 4, after “unless,” by inserting “EXCEPT AS OTHERWISE PROVIDED IN THIS SUBSECTION,”.

2. Amend page 2, line 7, after “vehicle.” by inserting “THE 30-DAY PERIOD DESCRIBED IN THIS SUBSECTION DOES NOT APPLY TO THE FIRST REGISTRATION OF A VEHICLE AFTER A TRANSFER OF OWNERSHIP OR TO A TRANSFER REGISTRATION UNDER SECTION 809.”.

“An act to revise, consolidate, and codify the laws relating to criminal procedure and to define the jurisdiction, powers, and duties of courts, judges, and other officers of the court under the provisions of this act; to provide laws relative to the rights of persons accused of criminal offenses and ordinance violations; to provide for the arrest of persons charged with or suspected of criminal offenses and ordinance violations; to provide for bail of persons arrested for or accused of criminal offenses and ordinance violations; to provide for the examination of persons accused of criminal offenses; to regulate the procedure relative to grand juries, indictments, informations, and proceedings before trial; to provide for trials of persons complained of or indicted for criminal offenses and ordinance violations and to provide for the procedure in those trials; to provide for judgments and sentences of persons convicted of criminal offenses and ordinance violations; to establish a sentencing commission and to prescribe its powers and duties; to provide for procedure relating to new trials and appeals in criminal and ordinance violation cases; to provide a uniform system of probation throughout this state and the appointment of probation officers; to prescribe the powers, duties, and compensation of probation officers; to provide penalties for the violation of the duties of probation officers; to provide for procedure governing proceedings to prevent crime and proceedings for the discovery of crime; to provide for fees of officers, witnesses, and others in criminal and ordinance violation cases; to set forth miscellaneous provisions as to criminal procedure in certain cases; to provide penalties for the violation of certain provisions of this act; and to repeal all acts and parts of acts inconsistent with or contravening any of the provisions of this act,”

Messages from the Senate

House Bill No. 4285, entitled

A bill to amend 1893 PA 206, entitled “An act to provide for the assessment of rights and interests, including leasehold interests, in property and the levy and collection of taxes on property, and for the collection of taxes levied; making those taxes a lien on the property taxed, establishing and continuing the lien, providing for the sale or forfeiture and conveyance of property delinquent for taxes, and for the inspection and disposition of lands bid off to the state and not redeemed or purchased; to provide for the establishment of a delinquent tax revolving fund and the borrowing of money by counties and the issuance of notes; to define and limit the jurisdiction of the courts in proceedings in connection with property delinquent for taxes; to limit the time within which actions may be brought; to prescribe certain limitations with respect to rates of taxation; to prescribe certain powers and duties of certain officers, departments, agencies, and political subdivisions of this state; to provide for certain reimbursements of certain expenses incurred by units of local government; to provide penalties for the violation of this act; and to repeal acts and parts of acts,” by amending sections 47 and 89a (MCL 211.47 and 211.89a), section 47 as amended by 1994 PA 253 and section 89a as amended by 2008 PA 512.

The Senate has concurred in the House amendments to the Senate substitute (S-2).

The bill was referred to the Clerk for enrollment printing and presentation to the Governor.

Building Code”.

These rules take effect immediately after filing with the Secretary of State.
