The bill would amend the Revised School Code to do the following:

--    Allow an urban high school academy to give enrollment priority to a pupil who transferred to the academy from another public school under a matriculation agreement if certain requirements were met.

--    Delete a requirement that a cyber school's contract include a provision that it will ensure each pupil participates in its educational program for at least 1,098 hours during a school year.

--    Require a public school academy (PSA), after enrolling a student for the first time, to notify in writing the person enrolling the student that within 30 days he or she would have to provide to the PSA certain identification paperwork.

--    Require the board of a school district or PSA to provide pupils with certain information related to college level equivalent courses and college level equivalent credit examinations.

The Code defines "college level equivalent course" as a course offered in high school, for which a pupil receives high school credit, that is taught at a postsecondary instruction level and is designed to prepare a pupil for a college level equivalent credit examination in a particular subject area. The bill would include advanced placement and international baccalaureate courses in this definition.

"College level equivalent credit examination" means an examination that is administered by an independent testing service and that is used by colleges and universities generally to award postsecondary credit for achievement of a particular score. The bill would include advanced placement, DSST, and college-level examination program (CLEP) examinations in this definition.

FISCAL IMPACT

The bill would have no fiscal impact on the State or local units of government. The changes in the bill provide detail about the information that would have to be provided to students regarding college-level equivalent courses and examinations, and would not change the overall responsibilities for local school districts.
