CONTENT

 

The bill would amend the Michigan Veterans' Facility Authority Act to do the following:

 

 --    Specify that the Michigan Veterans' Facility Authority would be an autonomous entity within the Department of Military and Veterans Affairs.

 --    Specify that certain provisions pertaining to the Director becoming a nonvoting member, and the appointment of a new member of the board who meets certain criteria would apply, beginning January 1, 2019.

 

The Act establishes the Authority as a public body corporate and politic within the Department, and specifies that the exercise by the Authority of the powers conferred by the Act is an essential governmental function of the State. Under the bill, the Authority would be an autonomous entity within the Department.

 

The Authority exercises its duties through its board of directors, which includes the Director of the Department. Currently, the Director serves as chairperson of the board until one year after the second facility operated by the Authority is open and housing veterans. At that time, the board must elect a new chairperson who is not the Director or his or her designee. The Director then must serve as a nonvoting member, and a new member who is a veteran with professional knowledge, skill, or experience in long-term care, health care licensure or finance, or medicine must be appointed by the Governor with the advice and consent of the Senate. Under the bill, all of the above would apply, beginning January 1, 2019.
