CONTENT
The bill would amend the Michigan Veterans' Facility Authority Act to do the following:
-- Specify that the Michigan Veterans' Facility Authority would be administered under the supervision of the Department of Military and Veterans Affairs (DMVA), but would have to exercise its powers, duties and functions independent of the Department as an autonomous entity within the DMVA.
-- Specify that the Director of the Authority would serve as chairperson until January 1, 2019, instead of until one year after the second facility operated by the Authority was open and housing veterans.
-- Require the members of the Authority's board of directors to recommend by name the appointment of an executive director of the Authority, to be appointed by the Governor.
-- Specify that the Authority would have the power to establish or permit to be establish on its behalf one or more separate nonprofit corporations to assist the Authority in the furtherance of its public purposes.
-- Specify that the property, income, and operations of a nonprofit organized by the Authority would be exempt from taxation by the State and any of its political subdivisions.
