SUMMARY:
House Bill 4828 amends the Michigan Memorial Highway Act to designate the ramp from westbound highway I-696 to southbound highway I-275 in the city of Farmington Hills as the “Trooper Vicki Moreau DeVries Memorial Highway.”

BACKGROUND INFORMATION:
According to committee testimony and the Michigan State Police Troopers Association, Trooper Vicki Moreau DeVries was working as an undercover narcotics officer, temporarily assigned to COMET (the Combined Oakland-Macomb Enforcement Team). On July 22, 1982, after having made a successful narcotics transaction with a suspected dealer, Trooper DeVries was authorized to drive the evidence to her residence in an unmarked State Police vehicle; she would turn the evidence over to the State Police Crime Lab first thing the next morning. However, on I-696 in Farmington Hills, the car left the roadway and overturned. Trooper DeVries was pronounced dead at the scene of the accident. She was 28 years old. Dedicating a roadway to Trooper Vicki Moreau DeVries would be an appropriate way to honor her life and her dedication to service through excellence, integrity, and courtesy.
FISCAL IMPACT:
Section 2 of the Michigan Memorial Highway Act indicates that the state transportation department shall provide for the erection of suitable markers indicating the name of the highway only “when sufficient private contributions are received to completely cover the cost of erecting and maintaining those markers.” As a result, the bill has no state or local fiscal impact.
