Almighty God, heavenly Father, we thank You for giving us this day. We thank You for the blessings that You bestow upon each of us every single day. I thank You for the commitment of the members of this assembly and ask You to shower blessings upon everyone gathered here. I ask You to share with them Your wisdom and Your guidance as they debate important issues and establish policy for the citizens of this great state of Michigan. I pray for guidance and wisdom for all of our leaders in our local communities, our counties, our state, across this great nation, and around the world.

Lord, we pray for our families and for good health. Watch over them and keep them safe wherever they may be. I pray, Lord, for shelter for the homeless, food for the hungry, resources for the less fortunate, and education for our children. Let us do all we can for those less fortunate among us.

Holy God, help us to make this day a productive day, and we hope that all we accomplish today be pleasing in Your sight and glorifying to You.

An act to amend 1933 PA 167, entitled “An act to provide for the raising of additional public revenue by prescribing certain specific taxes, fees, and charges to be paid to the state for the privilege of engaging in certain business activities; to provide, incident to the enforcement thereof, for the issuance of licenses to engage in such occupations; to provide for the ascertainment, assessment and collection thereof; to appropriate the proceeds thereof; and to prescribe penalties for violations of the provisions of this act,” by amending section 1 (MCL 205.51), as amended by 2016 PA 515.

The House of Representatives has passed the bill by a 2/3 vote, the objections of the Governor to the contrary notwithstanding.

Enrolled Senate Bill No. 95, being

An act to amend 1937 PA 94, entitled “An act to provide for the levy, assessment, and collection of a specific excise tax on the storage, use, or consumption in this state of tangible personal property and certain services; to appropriate the proceeds of that tax; to prescribe penalties; and to make appropriations,” by amending section 2 (MCL 205.92), as amended by 2016 PA 516.

The House of Representatives has passed the bill by a 2/3 vote, the objections of the Governor to the contrary notwithstanding.

Whereas, Since the dawn of powered flight, Michigan has developed a proud heritage of aerospace design, development, and manufacturing; and

Whereas, Michigan helped to win World War II with the Willow Run Bomber Plant building where almost half of all the B-24 bombers were produced in the United States; and

Whereas, Michigan’s Selfridge Air National Guard Base has served a vital role in our Nation’s defense for over 100 years; and

Whereas, Our rich aerospace history is also showcased with the Yankee Air Museum, Selfridge Military Air Museum, and the Air Zoo Aerospace & Science Museum; and

Whereas, Michigan is the birthplace of twelve NASA astronauts including Roger B. Chaffee of Apollo 1 and Gregory Jarvis of Challenger; and

Whereas, Michigan is the birthplace of notable aviation pioneers William Boeing, Edward Heinemann, Clarence “Kelly” Johnson, Iven Kincheloe, Charles Lindbergh and several others; and

Whereas, For over a century, Michigan’s academic institutions have educated generations of both aerospace and aeronautical scientists and engineers; and

Whereas, Michigan’s economy is strengthened by more than 650 aerospace manufacturing companies; and

Whereas, Michigan is now ranked #2 in state aerospace manufacturing attractiveness; now, therefore, be it

Resolved by the Senate, That the members of this legislative body recognize Wednesday, January 31, 2018, as Michigan Aerospace Day.

A bill to regulate the creation of stormwater management utilities by local units of government; to regulate the adoption and content of stormwater utility ordinances; to provide for the allocation of the costs of planning, constructing, operating, maintaining, financing, and administering a stormwater system to real property served by the system; to provide for the establishment and collection of stormwater utility fees; to provide for the reduction or elimination of fees; to provide for appeals; and to prescribe the powers and duties of certain local governmental officers and entities.
