“Gracious and Merciful Heavenly Father, we come before You today thankful for the many blessings that You’ve poured out upon us. We are especially thankful for our Representatives and for the districts that are represented here.
May Your favor rest upon them as they labor and live into the work You’ve set before them. Lord, open our eyes to see You in all things and may what we see embolden us to courageously step forward resting in the truth and wisdom that can only come from You. Strengthen us to be instruments of peace and justice in the communities with which we serve. Lead us towards reconciliation and hope in our communities and neighborhoods.
Father, bless this land which has been a beacon of hope and a refuge for the oppressed and the marginalized. Grant freedom to the captives, relief to the suffering, and help us all to construct a better and safer tomorrow for future generations.
In the name of Jesus Christ, Our Lord, Amen.”

The Speaker, on behalf of the entire membership of the House of Representatives, offered the following resolution:
House Resolution No. 188.
A resolution of tribute offered as a memorial for Harold B. Clark, former member of the House of Representatives.
Whereas, This body was saddened to learn of the passing of former Representative Harold Clark, a conscientious and dedicated member who served the Seventy-third District for eight years; and
Whereas, Harold Clark’s chosen career was the practice of law. Born in Crane Valley, Saskatchewan, Canada in 1927, he attended the University of Western Ontario for his bachelor of arts degree and the University of Detroit for his legal education, earning both LL.B. and J.D. degrees. During his career he served as the chief trial lawyer for the Office of the Macomb County Prosecuting Attorney and as a state representative; and
Whereas, Harold Clark was elected to the Michigan House of Representatives in 1964 and served his Macomb County constituents faithfully for eight consecutive years. His foresight and vigor were well noted among his colleagues as he chaired with distinction the committees on Marine Affairs and Public Utilities, and served as vice-chair of the Committee on Insurance. He also contributed his knowledge to the Public Safety, Judiciary, Liquor Control, Revision and Amendment of the Constitution, and many special committees during his tenure; and
Whereas, In his private life, Harold Clark embodied community spirit and participation. He was a former vice president of the East Detroit Board of Education, and a member of the Elks Lodge, the Fraternal Order of Eagles, and the Independent Order of Odd Fellows. He also enjoyed training and breeding thoroughbred racing horses. He leaves behind a loving family of three children, seven grandchildren, and five great grandchildren; now, therefore, be it
Resolved by the House of Representatives, That we offer this expression of our highest tribute to honor the memory of Harold B. Clark, a distinguished member of this legislative body from 1965 to 1972; and be it further
Resolved, That copies of this resolution be transmitted to the family of former Representative Harold Clark as evidence of our lasting esteem for his memory.

“An act to provide for the registration, titling, sale, transfer, and regulation of certain vehicles operated upon the public highways of this state or any other place open to the general public or generally accessible to motor vehicles and distressed vehicles; to provide for the licensing of dealers; to provide for the examination, licensing, and control of operators and chauffeurs; to provide for the giving of proof of financial responsibility and security by owners and operators of vehicles; to provide for the imposition, levy, and collection of specific taxes on vehicles, and the levy and collection of sales and use taxes, license fees, and permit fees; to provide for the regulation and use of streets and highways; to create certain funds; to provide penalties and sanctions for a violation of this act; to provide for civil liability of manufacturers, the manufacturers of certain devices, the manufacturers of automated technology, upfitters, owners, and operators of vehicles and service of process on residents and nonresidents; to regulate the introduction and use of certain evidence; to regulate and certify the manufacturers of certain devices; to provide for approval and certification of installers and servicers of certain devices; to provide for the levy of certain assessments; to provide for the enforcement of this act; to provide for the creation of and to prescribe the powers and duties of certain state and local agencies; to impose liability upon the state or local agencies; to provide appropriations for certain purposes; to repeal all other acts or parts of acts inconsistent with this act or contrary to this act; and to repeal certain parts of this act on a specific date,”
